Technical Writer - Maintenance Procedure Card (MPC) R&K Enterprise Solutions, Inc. The United States Coast Guard (USCG), The Surface Fores Logistics Center (SFLC), Ice Breaker, Buoy and Construction Tender Product Line (IBCTPL), Engineering Branch, is responsible for the management of Engineering and Logistics for all assigned assets.

R&K has an opportunity to provide the USCG with logistics support services to include Maintenance Development, Maintenance Analysis, System Engineering Lifecycle (SELC) Engineering Change (EC) Development and Administrative Support, Configuration Management Data Management, Provisioning, Supply and Discrepancy Support. R&K's is recruiting a Technical Writer - Maintenance Procedure Card (MPC) Note: This position is contingent upon contract award. Title : Technical Writer - Maintenance Procedure Card (MPC) Location : Baltimore, MD, Hybrid (with potential for remote flexibility) Duration: Permanent/Full-Time Clearance: Tier 1 (NACI) Investigative Clearance/Background Start Date: Anticipated start date Sept.

Duties: The Contractor supports the Coast Guard Maintenance Procedure Card (MPC) de v elopment and Reliabilit y process. * The Contractor shall be trained in the maintenance development proce s s and de v elop , update, and administer the maintenance procedure cards in accordance with Joint Maintenance Procedure Card (MPC) Development Process Guide CGTO PG-85-00-230 (Series) and associated desk guide by performing the following ta s k s : * Conduct data call s to the fleet.

* Research technical and supply data for various systems on IBCT assets. * Provide technical recommendations for technical publication updates. * Review drawings for accuracy ; provide technical recommendations for drawing updates Perform ship visits to obtain or validate technical information for inclusion in MPCs.

* Format technical information to align with the approved process and develop clear procedures to conduct required maintenance. * Modify graphics and tables to meet approved criteria. * Use Information Technology Systems to develop and route work products for the Maintenance Development processes.

* Contractors shall complete a minimum average of 8-10 MPCs per month. If they are unable to meet that number, the contractor must provide an explanation to the COR in the monthly report. * The Contractor shall be well versed in Reliability Centered Maintenance (RCM) concepts, Level of Repair Analysis (LORA), Level of Maintenance Analysis (LOMA) and Readiness Based Sparing (RBS) models and understand the four cornerstones of the Coast Guard business model (i.e.

Configuration Management, Total Asset Visibility, Bi-Level Maintenance, Product Line Management). * It is recommended that the Contractor maintain a current Reliability Centered Maintenance (RCM) certification from NAVSEA or COR approved equivalent entity. * The Contractor shall perform RCM, LORA, LOMA, and RBS tasks to determine appropriate maintenance and support strategy strategies IAW the Reliability Program Process Guide CGTO PG-85-00-30 (Series) .

Requirements, Relevant Knowledge and/or Skills Required: * Working knowledge of Microsoft Office applications and standard office equipment. * Ability to demonstrate knowledge of all preferred systems. * Physically capable of validating equipment in a shipboard environment which may include climbing stairs and ladders, transiting tight spaces, working in extreme heat, etc.

* Ability to effectively communicate with all team members, internal and external Coast Guard personnel and work in a team environment, collaborating with others to solve problems and develop innovative solutions often working with a diverse group of people that are geographically dispersed. * Ability to clearly speak, read, and write in American English using proper grammar and punctuation. Oral and written communication skills to prepare complete, logically arranged, and legally defensible technical documents for incorporation into contracts are essential.

This task involves speaking to a wide variety of people both internal and external to the Coast Guard and in commercial industries that serve the Coast Guard's needs. * Working knowledge of varying Coast Guard processes, principles, and tools. These include databases used to review, maintain, and update cutter maintenance records.

* Required to navigate the following programs to accomplish assigned tasks: FLS, NESSS, CGMS, Web-FLIS, SFLC Knowledge Library App, SMDP, Haystack, Electronic Routing tools, and STIPffiMS. Additional programs or applications may be identified to correctly complete duties. * Tier 1 (NACI) Investigative Clearance/Background * Must be a U.S.
