Job Description:
Under the direction of the Section Manager, Grants Administration, the Grants Administrator is responsible for conduction grant administration processes, in order to successfully fund and implement Pace's capital program and ensure compliance with grant requirement, guidelines and regulations. Essential Functions include:
  1. Coordinating and assistant with the development of grant applications made available by FTA, RTA, IDOT, CMAP, and other funding agencies.
  2. Utilizing Oracle system to manage grants information including entering Purchase Order (PO) and Change Order (CO) encumbrances. Track and monitor grant obligations, expenditures, expirations, and other grant and project related information to develop periodic (quarterly, etc.) reports to ensure compliance with funding agencies.
  3. Assisting with the review Draft Purchase Orders (POs), Draft Change Orders (COs), Purchase Requisitions, Procurement Solicitation Packages, Contract Award Recommendations and Board Budget Statements to ensure grant compliance and accuracy, verifying funding amounts and sources.
  4. Utilizing FTA's Transit Award Management System (TrAMS) to complete reporting requirements, including Milestone Progress Reports (MPRs).
  5. Coordinating with Procurement and other departments the compilation and communication of concurrence information required by funding agencies, such as RTA and IDOT, and FTA. Utilizing eBuilder system for loading information, acquiring approvals, transmitting, tracking, and receiving.
  6. Processing asset disposals, and completing FTA payback tracking and submittal processes, coordinating with Fixed Assets/Accounting, Treasury, and FTA.
  7. Processing releases & invoices related to grant-funded projects to ensure accuracy and compliance.
  8. Performing other duties as assigned.

Qualifications
Education:
Must have a bachelor's degree in accounting, finance, business administration, or related field.
Experience:
At least one year's experience in grants management, budgeting, accounting, finance, procurement, audit, or related field.
Proficiencies:
Must be proficient in the use of Microsoft Office Suite products, specifically Outlook, Word, and Excel. Experience with Oracle is preferred.
Must have strong customer service skills, be detail-oriented and have experience managing vendor relationships.
Must have excellent organizational skills and be an effective written and verbal communicator.
Physical Requirements:
This role requires sitting for extended periods, working on a computer, and attending meetings. Must be able to lift objects weighing up to 10lbs.
Working Conditions:
The position is based in an office setting with standard office equipment. The typical workday is conducted over an 8-hour period and can begin as early as 7:00 am and end no later than 6:00 pm, Monday through Friday. However, the business needs of Pace may result in work schedules outside the typical hours/workdays. This position is eligible for a hybrid schedule after a 6-month job introduction period.
Salary
Full Salary Range: $56,523 - $123,507
Midpoint: $90,015
Starting Salary Range: $73,269 - $90,015
