Job description

Position Summary:
Analytic Services, Inc. (ANSER) is seeking a Senior Chemical and Biological Weapons Elimination Analyst to provide comprehensive oversight and mission support to the Office of the Deputy Assistant Secretary of War for Chemical, Biological, Radiological, and Nuclear Defense (ODASW(CBRND)). In this key role, you will be responsible for support to the chemical and biological weapons elimination portfolio requiring extensive engagement with senior leaders and stakeholders across the Department of War, the interagency, and international partners to develop strategic solutions and ensure the Department's ability to assess and destroy chemical and biological weapons regardless of location or operational environment.
This position can support a hybrid work schedule with 1-2 days worked remotely and onsite duties performed at the Mark Center in Alexandria, VA.
Day to Day Responsibilities:

  • Provide senior-level analysis and continuous evaluation of U.S. chemical and biological weapons legislative mandates, and DoW policy governing the Chemical and Biological Weapons Elimination (CBWE) and Chemical Demilitarization Program (CDP) missions.ย 
  • Direct comprehensive research and strategic analysis to shape high-level stakeholder engagements within the Office of the Secretary of War, and with Services, Combatant Commands, defense agencies, the Intelligence Community, the U.S. Army Chemical Materials Activity (CMA), Program Executive Office for Assembled Chemical Weapons Alternatives (PEO ACWA), the Interagency, and international partners.
  • Orchestrate coordination across project management offices to continuously assess program cost, schedule, and performance metrics, and lead periodic, high-level capability portfolio reviews.
  • Formulate and justify future-year budget profiles and comprehensive programmatic narratives. Analyze and synthesize inputs from multiple programs, actively advising senior leadership on optimal resource investment strategies to proactively address current and emerging asymmetric threats.
  • Direct the development, drafting, and review of strategic plans, programmatic briefings, policy guidance, and DoW issuances tailored for senior leaders, congressional staff, and interagency partners. Provide expert analytic support in drafting high-visibility, congressionally mandated deliverables.
  • Support the evaluation of threats, identify capability gaps, and manage the requirements validation process to inform the Planning, Programming, Budgeting, and Execution (PPBE) cycle.
  • Conduct technical and analytical assessments to ensure the seamless integration of U.S. material solutions and overarching capabilities for the elimination of chemical and biological materials of concern, regardless of location.
  • As requested, support the Program Executive Office for Assembled Chemical Weapons Alternatives to monitor and report on U.S. compliance with chemical weapons destruction facility closure requirements, and develop policy and acquisition guidance for the remaining CDP mission areas through administrative closeout.


Required Qualifications:

  • Possess an active TS/SCI security clearance.
  • Bachelor's degree in engineering, scientific, technical, management, or other related discipline.
  • 10+ years of related professional work experience as an action officer for the Military in a headquarters environment, with a proven track record of success in complex defense or scientific environments.
  • Experience operating in a high-level staff environment, providing assessments and qualitative/quantitative analyses of cost, schedule, and performance parameters for major programs.
  • Experience collaborating with, briefing, and advising General Officer/Flag Officer (GO/FO) and Senior Executive Service (SES) level personnel.
  • Proficiency with the MS365 Suite, including deep familiarity with Outlook, Teams, and SharePoint for organizational collaboration and document management.


Preferred Qualifications:

  • Practical experience navigating and influencing the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • DAWIA certification or equivalency.
  • Pentagon Action Officer experience.
  • Prior experience supporting Chemical and Biological Weapons Elimination (CBWE) efforts or related WMD elimination efforts.
