Under limited supervision, delegates work to team members while creating timelines and project plans to ensure work is completed on time. Participates in strategic business planning, needs analysis, staffing and business risk assessment; involved in process design; and consults with clients on how to best support their area through the effective use of technology. Participates in senior level management discussions; advises senior level operational team on information requirements and uses of data in decision making. Leads process design, understands, adheres to, administers and enforces policies, procedures, guidelines and technical specifications

Responsibilities
  • Develop and implement clinical engineering department strategies, goals, objectives and policies that are standard across the health system and support the organization's goals, objectives and policies
  • Identify, acquire and manage resources (e.g., type and quantity of personnel, material, equipment, vendors, etc.) necessary to achieve clinical engineering's goals and objectives.
  • Prepare and implement a healthcare technology (i.e., medical equipment) management plan. Review the plan annually and modify as necessary to improve performance, to reflect changes in the needs of the organizations and within industry standards and best practices.
  • Maintain consistent standards of clinical engineering practice throughout the organization and ensure that all relevant regulatory, licensing the accreditation requirements (e.g., federal, state, and JCAHO) are met.
  • Lead effective communications with other stakeholders involved in the acquisition, use, and maintenance of healthcare technologies (e.g., medical/clinical, finance, information services, facilities, quality assurance, risk management, materials management, administrative, and regulatory staff). Participate in standing and ad hoc committees (e.g., EOC, Safety, Capital Budget, QA, management) and Task Forces as needed.
  • Represent the organization's interests with respect to clinical engineering in the larger healthcare community through participation in professional organizations and industry initiatives.
  • Excellent understanding of client organization's direction, structure, and requirements.
  • Develops, and/or supervises the development of, and implements project plans, and schedules for large, complex, cross departmental projects. Tracks and reports on project status. Monitors and reports performance statistics against team and individual goals.
  • Independently researches and recommends emerging technologies that support customer service needs and business objectives. Provides recommendations that include funding requirements, impact analysis, cost/benefit analysis and life-cycle forecasting.
  • Ensures projects are in compliance with technical, departmental and operational policies.
  • Pushes creative thinking beyond the boundaries of existing industry practices and client mindsets.
  • Communicates effectively with team members, end-users, vendors, managers and executives both orally and in writing
  • Facilitates discussions and provides strategic, tactical direction to team members and clients.
  • Effectively facilitates business needs assessments with customers, staff and project leads as required.
  • Interfaces and coordinates projects with outside vendors and various business partners as required.
  • Responsible for developing presentations and/or reviewing presentations created by staff for clients.
  • Proactively and effectively anticipates and responds to the needs of clients.
  • Creates, fosters and maintains a team oriented and cooperative environment focused on customer service.
  • Ability to supervise and mentor team members through the client solution process.
  • Sets a technical vision that improves the efficiency and effectiveness of the organization.
  • Develops new methods of analysis, reporting, and communicating data/information and works with technical staff to ensure the effective implementation of any new processes
  • Other duties as assigned.

EDUCATION

Bachelor's degree in a technology related field required. Master's degree preferred.

EXPERIENCE

5-7 years of progressive, relevant experience (healthcare or IT) required with a minimum of one year in an IT management position, preferred.
