About the Job
General Summary of Position
The Director Clinical Engineering directs overall operations of the Clinical Engineering department within MedStar Washington Hospital Center, MedStar National Rehab Hospital and surrounding medical practice locations. Responsible for clinical capital equipment, planning, budgeting, and acquisition. Evaluates and determines post warranty support options and contracts. Responsible for budgeting, negotiating, and managing clinical equipment support options and contracts. Recommends maintenance or replacement of clinical equipment. Builds and maintains stakeholder relationships within assigned site(s) and region to ensure an understanding of and alignment to organizational needs and understanding and support by the organization of department objectives.
Primary Duties and Responsibilities
  • Develops department goals objectives policies and procedures. Ensures compliance with business unit policies and procedures and governmental and accreditation regulations.
  • Develops and recommends department operating budget and manages resources according to approved budget.
  • Selects trains orients and assigns department staff. Develops standards of performance evaluates performance and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs provide feedback discuss new developments and exchange information.
  • Directs overall operations of the Clinical Engineering department within assigned site(s) and region under the general oversight of the Vice President of Clinical Engineering.
  • Plans for evaluates reviews and recommends purchase and technical design proposals for related equipment acquisitions. Provides guidance and consultation to senior administration and medical staff regarding technology assessment utilization and acquisition.
  • Produces comprehensive quantitative and qualitative analyses of all department functions. Establishes criteria and methods for gathering data and maintaining appropriate documentation. Submits analytical reports and recommendations to appropriate personnel on a periodic or as needed basis.
  • Participates in incident investigation and reporting related to equipment failures or patient safety concerns providing data from multiple managed systems. Participates on Clinical teams and initiatives related to patient safety and complex technologies to define cause makes recommendations and initiates corrective action as needed. Participates in the Environment of Care Committee identifies risks completes associated objectives performance measures management plans and annual evaluations for medical equipment.
  • Builds and maintains stakeholder relationships within assigned site(s) and region to ensure an understanding of and alignment to organizational needs and understanding and support by the organization of department objectives.
  • Mentors and develops associate's skills. Provides development opportunities for the team by holding regular meetings to provide coaching and share information on changes in the Clinical Engineering field and the impact of those changes on daily operations and larger strategy.
  • Performs personnel leadership and management functions for the designated area to include but not limited to interviewing hiring scheduling training coaching counseling evaluating and terminating employees to optimize efficiency and effectiveness of department operations. Conducts performance evaluations establishes standards of performance and ensures adherence.
  • Coordinates new projects and medical equipment installations. Identifies scope provides estimates for work requirements and cost working with blueprints schematics sketches and team members where needed. Provides leadership for the team to enhance process and meet specific goals on projects/construction designated by the senior leadership team.
  • Assists with monitoring updating and coordinating the accuracy and completeness of the Computerized Maintenance Management Software (CMMS); to ensure integrity and established policies are followed.
  • Works closely with Information Services colleagues on integration and security standards.
  • These responsibilities are a general description of the level and nature of the work assigned to this position and is not to be considered as all inclusive. Other duties and responsibilities may also be assigned by the executive leadership team to ensure site or region needs are fulfilled.
  • Establishes and maintains clinical equipment related vendor relationships. Ensures vendor/contract compliance with terms and conditions of agreements and MedStar Health standards. Reviews and authorizes all payments to vendors and maintains fiscal control over departmental expenditures. Reviews all contracts related to clinical equipment and related technologies makes detailed assessments and provides recommendations to the VP of Clinical Engineering and necessary department and senior administration.
  • Participates in meetings and on committees and represents the department and business unit in community outreach efforts.
  • Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments.
  • Performs other duties as assigned.

Minimal Qualifications
Education
  • Bachelor's degree in related field required or
  • must be actively pursuing Bachelor's degree in related field required

Experience
  • 5 years of progressively more responsible job-related or management experience required.

Licenses and Certifications
  • CBET - Certified Biomedical Equipment Technician CHTM or CBET upon hire required or
  • must be actively pursuing CHTM or CBET and obtain within 2 years required

Knowledge Skills and Abilities
  • Knowledge of Joint Commission and other regulatory agency's accreditation requirements.
  • Strong verbal and written communication skills with ability to effectively interact with all levels of management internal departments and external agencies.
  • Excellent problem-solving skills and ability to exercise independent judgment. Business acumen and leadership skills.
  • Working knowledge of various computer software applications.
  • Ability to travel between sites as necessary.

This position has a hiring range of
USD $114,004.00 - USD $219,960.00 /Yr.
