Location:  Honolulu, HI (Onsite)

Clearance:  TS/SCI

Education:  MA/MS (or BA/BS plus an additional 8 years of work experience, 4 of which must be work-related).

Salary Range:  $155 - $165K

Outcomes:

The successful candidate is expected to accomplish the following outcomes during the first year in the position:

  • Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.

  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.

  • Create 2-3 products beyond the client's requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.

  • Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.

  • Master position tasks within 60 days and exceed requirements within 90 days.

  • Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.

  • Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.

Responsibilities:

The Senior Strategy and Engagement Analyst (INDOPACOM) supports Secretary of the Air Force, Office of Competition (SAF/OC) Mission Partner Capabilities Office (MPCO) CCMD liaison elements as required for MPCO requirements or tasks. The Senior Strategy and Engagement Analyst primarily supports INDOPACOM / USFK / USFJ mission partner requirements coordination, Operational stakeholder engagement across Pacific theater, and Mission partner capability implementation coordination. 

Per PWS section 1.3.1.4 Strategy and Engagement Analysis and section 1.3.13.1, Command and Partner Management, responsibilities include but are not limited to:

  • Support the MPCO CCMD liaison elements as required for MPCO requirements or tasks. 

  • Through Government liaisons, work with CCMDs, Unified Commands, DoD components and IC agencies to help shape and enable MPE multinational information sharing capabilities with coalition and mission partners. Assigned tasks will range across the functional domains of operational and tactical engagement, policy, requirements, technical and operational support across the range of military operations, exercises, demonstrations, improvements, enhancements and operations and sustainment of extant and emerging capabilities for primarily the BICES program.

  • Support new system capabilities implementation performing demonstrations of new MPE system capabilities connected to military exercises.

  • Document results of demonstrations in technical reports. 

  • Analyze the technical impacts of software/hardware maintenance enhancements or modifications to the system product baseline and provide technical support to mitigate any potential impacts. 

  • Provide on-site personnel direct training and/or computer-based training. 

  • Support engineering and other technical reviews and meetings. 

  • Prepare technical briefing and presentation materials to support meetings and conferences.

  • Supported CCMDs and Services include: INDOPACOM and SAF/OC stakeholders as directed by the Government to support current and emerging operational needs.

Qualifications:

The candidate must have the following qualifications:

  • Minimum of ten (10) years of related work experience.

  • Minimum of six (6) of specificwork-relatedexperience in support of a DoWcomponent. 

  • Experience in program management, technical analysis, or business analysis related to defense system acquisition and lifecycle management.

  • Knowledge of DoW acquisition principles, policies, and practices, including system development, production, fielding, and sustainment.

  • Experience preparing and managing program/project status updates, schedules, metrics, and DoW reporting documentation.

  • Minimum three years of experience with DoW supporting coalition or bilateral military informationsharing activities.

  • Experience coordinating missionpartner requirements with INDOPACOM, USFK, USFJ, or similar theaterfocused organizations.

  • Ability to collaborate with diverse operational stakeholders across the Pacific theater and multinational environments.

  • Strong analytical skills with the ability to synthesize operational inputs, program data, and strategic guidance into actionable recommendations.

  • Experience developing program documentation, SOPs, workflows, continuity materials, and process improvement initiatives.

  • Ability to work effectively with senior leaders, international partners, Combatant Commands, and interagency organizations.

  • Knowledgeable and skilled in applying Generative AI (desired).

  • Experience supporting multinational missionpartner environments, joint operations, and IndoPacific regional engagement activities (desired).
