Duties, Responsibilities & Other
The OSP Program Manager is a highly organized and experienced individual who assumes a pivotal role in day-to-day leadership, financial management,
marketing, coordination, collaboration, team building, mentoring and staff development within the technical practice.
Core Responsibilities:
  • Lead the execution of large-scale OSP construction projects from initiation through closeout.
  • Oversee project scope, scheduling, budgeting, forecasting, and quality control.
  • Manage multiple subcontractors, vendors, and internal construction teams.
  • Coordinate with engineering, permitting, and client representatives to ensure compliance with design specifications and regulatory requirements.
  • Develop and maintain detailed project schedules and progress reports.
  • Monitor construction performance, productivity, and safety metrics.
  • Oversee cost tracking, change management, and project financial reporting.
  • Ensure all work meets NESC, NEC, OSHA, and applicable state/local standards.
  • Serve as primary client point of contact for construction-related matters

Business Development
  • Responsible for growing the business by strengthening existing client relationships.
  • Expanding the current book of business.
  • Identifying new revenue opportunities.

Technical Expertise:
  • Strong knowledge of OSP construction methods: aerial fiber, underground, buried fiber and fiber jetting installation.
  • Proficiency in fiber installation standards, splicing/testing, and as-built documentation.
  • Familiarity with construction drawings, redlines, and GIS mapping tools.
  • Working knowledge of make-ready engineering, ROW permitting, and utility coordination.
  • Deep understanding of NESC, NEC, OSHA, and DOT construction and safety standards.

Project and Financial Management:
  • Skilled in budget control, forecasting, cost to complete, and cost management.
  • Proficient in project management software (Dynamics, MS Project, Primavera, Procore, or similar).
  • Experienced in contract review and negotiation, vendor management, and change order administration.

Leadership and Communication:
  • Proven ability to lead and motivate diverse teams across multiple job sites.
  • Excellent communication, negotiation, and conflict resolution skills.
  • Strong commitment to safety, quality, and operational integrity.

Regulatory and Stakeholder Coordination:
  • Experience working with municipalities, DOTs, and utility pole owners.
  • Ability to navigate permitting processes and maintain compliance with local and state regulations.

Technology and Data Management:
  • Understanding of digital project tracking, as-built data collection, and closeout documentation standards.

Certifications:
  • PMP (Project Management Professional) - PMI. (Preferred)
  • OSHA 30-Hour Construction Safety Certification. (Required)
  • BICSI OSP Designer or equivalent industry credential. (Preferred)
  • CPR/First Aid, Flagger, or other safety training certifications. (Preferred)

Qualifications
Education and/or Work Experience Requirements:
• Bachelor's Degree in related field (AEC Industry) and minimum of 7 years of related professional experience, or 11 years of equivalent
professional experience.
• Progressive professional and increasing project management and organizational management experience.
• Proven experience in project management roles within the technical practice.
• Demonstrated leadership capability to build and lead teams of technical practitioners and/or project managers.
• Strong interpersonal as well as verbal and written communication skills, with the ability to motivate and inspire teams.
• Demonstrated ability to effectively manage budgets, project margins, and cash flow.
• Experience in business development, with a focus on maximizing client relationships and identifying growth opportunities.
• Commitment to fostering a culture of continuous improvement and excellence within the Practice.
• Strong problem-solving skills and the ability to make decisions.
• Adaptability and the ability to manage multiple priorities in a fast-paced environment.
• Proficiency in relevant software and tools use in the practice area.
• Knowledge of regulatory requirements and industry standards related to the service line.
Certificates, licenses, and/or Registrations Required:
• Ability to complete the KCI PM Training and Contract Training within six months of start date.
Certificates, licenses, and/or Registrations Preferred:
• Professional license or certification within the field of expertise preferred.
