Position Summary

Black & Veatch is seeking an experienced Project Management Consultant (PMC) Project or Construction Manager to serve as an Owner'sRepresentative Program Manager for complex energy and missioncritical infrastructure programs. This role supports PMC delivery models combining onsite execution leadership with homeoffice project management and controls support. 

The PMC Program Manager acts as the client's primary point of coordination and oversight across engineering, procurement, construction, commissioning, and turnover. This role does not selfperform EPC, construction, or detailed engineering, but is accountable for integration, controls, and execution assurance on behalf of the Owner. 

This is a Field Project Manager position that may require being onsite at the project site full-time. Upon project completion, this role may also require relocation to another project site so the candidate needs to be mobile and able to travel frequently. 

Key Responsibilities

Owner'sRepresentative Leadership 

  • Serve as the Owner's representative for program and project execution
  • Act as the primary client interface for daytoday coordination and issue resolution
  • Establish priorities and drive alignment across contractors, EPCs, OEMs, and stakeholders 

Project & Program Execution Oversight 

  • Oversee scope, schedule, cost, risk, quality, and safety performance
  • Coordinate interfaces across power generation, electrical infrastructure, data center, and interconnection scopes
  • Support change management, claims avoidance, and commercial risk alignment
  • Program Controls & Reporting 

Partner with client or homeoffice PM, scheduling, cost, and risk resources to maintain:  

  • Integrated Master Schedules 
  • Cost forecasts, commitments, and change logs
  • Risk registers and mitigation plans
  • Provide consistent, executivelevel reporting to client and internal leadership 

Commissioning & Closeout 

  • Coordinate integrated testing, commissioning, and turnover activities
  • Support transition to operations, documentation closeout, and lessons learned 

Staffing Model / Work Environment 

  • Primary role functions either from the home office or on site as the execution lead
  • Supported by homeoffice project management and controls resources
  • Assignment duration may evolve over time; responsibilities may transition as program phases progress 
Preferred Qualifications
  • Bachelor's degree in Engineering, Construction Management, or related discipline 
    OR 
    Equivalent field experience (minimum 15+ years) in construction, commissioning, or execution of complex energy, power, or missioncritical infrastructure projects in lieu of a bachelor's degree  

  • Minimum 12 years of progressive experience managing complex infrastructure or energy projects  

  • Demonstrated experience in Owner'sRepresentative, Project Management Consulting (PMC), Owner's Engineer, or similar clientside execution roles
