The SLA Analysis Group's mission is to deliver objective analyses, plans and strategies to US Navy, US Marine Corps, USAF, other DoD, and Australian Defence Force clients to support technology development, acquisition, delivery and sustainment decisions. The group provides the core of SPA thought leadership on Undersea Strategy, Software Development and Cost Estimating, with additional benchmark capabilities in AI/ML & Decision Analytics, Modeling and Simulation, and Future Force Assessments.
SPA has a need for a Program Analyst - Foreign Clearance Program to support analysis, coordination, and improvement of global aircraft and personnel clearance processes. The role supports both day-to-day program execution and long-term refinement of clearance procedures, tools, and stakeholder communication.
Responsibilities
  • Collect, track, and analyze clearance data to identify trends, issues, and opportunities for improvement.
  • Maintain dashboards, files, and process documentation used across the FCP enterprise.
  • Prepare slides, reports, and briefings that explain clearance activities, bottlenecks, and risk areas.
  • Support updates to procedures, guides, and user support materials.
  • Assist coordination with policy, IT, and helpdesk staff to ensure consistent implementation of changes.
  • Schedule meetings, capture action items, and track status for FCP stakeholders.

Qualifications
Required
  • Bachelor's degree in international relations, business, public administration, or related field (or equivalent experience)
  • 2-4+ years of experience in analysis, program support, policy-driven programs, or travel/clearance processes
  • Strong organizational, data analysis, and writing skills
  • Active Secret clearance or eligibility

Desired
  • Experience with the Foreign Clearance Guide, APACS, or similar systems
  • Exposure to mobility, operations, or international programs
  • Experience supporting headquarters or program office environments

Pay Range Information
