Project Overview:
The project is a 1.3 GW simple-cycle power generation facility located in Millersport, Ohio, being constructed adjacent to a hyperscale data center campus. The facility includes multiple power generation technologies consisting of Solar Titan 130 gas turbines, Siemens SGT800 gas turbines, reciprocating engines, battery energy storage systems (BESS), substations, and associated balance of plant infrastructure. The scope includes major civil, mechanical, electrical, structural, underground utility, control systems, and commissioning works required to support phased energization and turnover of the facility. Construction will be executed through a combination of direct hire and subcontracted labor supported by modularization, pre-assembly, offsite warehousing, and advanced work packaging methodologies.
Job Summary:
Manages subcontracts operations to ensure the effective formation and administration of subcontracts. Responsible for implementation of the Standard Work Process Procedures and automated subcontracts management systems. Responsible for the training of personnel assigned to support subcontracts formation and administration. #LI-VB1
Major Responsibilities:
  • Ensures subcontract execution is compliant with contractual, procedural, and approval requirements.
  • Leads or supports negotiations for the commitment of subcontracts, including commercial terms and conditions.
  • Develops and issues subcontracts and service agreements as assigned.
  • Prepares bidders' lists and pre-qualifies bidders in accordance with established procedures.
  • Develops, assembles, and issues bid request packages to approved bidders.
  • Coordinates and manages bidders' questions and responses.
  • Receives and evaluates bids from a commercial perspective.
  • Prepares Commercial Bid Summaries and award recommendations.
  • Recommends awards and secures required approvals in accordance with delegation of authority and established procedures.
  • Prepares subcontract documents for execution.
  • Plans and organizes assigned meetings, including pre-bid, bid clarification, and pre-award meetings, to ensure clear understanding among Bechtel, the customer, and subcontractors on contractual matters.
  • Reviews meeting objectives and agendas with supervision as required, conducts meetings, and prepares and issues meeting minutes documenting key discussions, decisions, required actions, and schedules.
  • Administers assigned subcontracts, maintaining continuous oversight of performance, schedule, and commercial status.
  • Provides management with timely visibility of projected financial, commercial, or technical risks or issues.
  • Coordinates with project and functional stakeholders on operational activities affecting contractual rights, obligations, and subcontract performance.
  • Administers subcontract changes, including negotiation, evaluation, and settlement in coordination with internal stakeholders.
  • Facilitates information and communication to ensure mutual understanding of subcontract terms and conditions.
  • Supports preparation of periodic subcontract status and performance reports and presents subcontract-related information to management as required.

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 10+ years of relevant experience or 14+ years of relevant work experience.

Required Knowledge and Skills:
  • Detailed knowledge of procurement regulations, policies, and practices. Specialized courses or experience in pricing, contract law, negotiations, and accounting.
  • Possesses knowledge and experience in contract management and applies that knowledge and experience to establish project contracting procedures and tools
  • Knowledge of engineering/construction industry contracting best practices, policies, and procedures as well as ability to stay up to date on industry trends.
  • Demonstrated oral and written and inter-personal communication skills as well as ability to develop staffing plans, make hiring decisions, and manage a team of contracts professionals.
  • Experience in differing contract types, fee arrangements and contract terms and ability to apply those concepts to the development of complex tenders.
  • Ability to present status and recommend potential solutions to contractual problems to executive level management and public stakeholders.
  • Knows when and how to engage Legal and / or Senior Management when necessary
