Job description

Position Title: Director, Secure Infrastructure

Clearance Level Required: Top Secret / Sensitive Compartmented Information / Special Access Required (TS/SCI/SAR)

Position Overview

The Director of Secure Infrastructure supports STR's classified operations by providing strategic oversight, implementation, and sustainment of secure facilities, as well as sponsorship planning for strategic classified networks that are critical to STR's continued growth and success. This role ensures that Sensitive Compartmented Information Facilities (SCIFs), Special Access Program Facilities (SAPFs), and collateral classified spaces meet all physical security standards while partnering with Classified Information Technology (CIT) and Classified Cybersecurity (CCS) on the planning and deployment of STR strategic classified networks IAW with secure infrastructure strategy. The Director serves as the enterprise authority on secure infrastructure, ensuring compliance with Intelligence Community (IC), DoD, and Special Access Program security policies while enabling mission effectiveness and operational resilience.

Key Responsibilities
  • Lead strategic planning and oversight for physical security infrastructure, including SCIFs, SAPFs, and collateral classified environments, ensuring alignment with long-term business and mission requirements.
  • Direct a team of physical security specialists responsible for planning, construction, accreditation, inspection, and lifecycle management of classified facilities in accordance with ICD 705 and DCSA standards.
  • Collaborate with the Accrediting Officials (AOs), government security representatives, and facilities teams to support facility planning, sponsorship, expansion, and modernization.
  • Oversee physical security compliance activities including inspections, vulnerability assessments, and corrective actions to ensure continued accreditation and operational readiness.
  • Lead long-range strategic planning for secure facilities and classified information systems growth, modernization, and capability expansion in alignment with business and mission objectives.
  • Partner with the Director of Classified Cybersecurity and Director of Program Security to ensure alignment with cybersecurity requirements, accreditation considerations, and security objectives while maintaining distinct operational responsibilities.
  • Partner and collaborate with CPM, Enterprise IT, Classified IT, and Classified Cybersecurity leadership on secure infrastructure for identified strategic classified networks.
  • Develop enterprise standards, policies, and procedures governing secure infrastructure.
  • Advise senior leadership on risk, compliance posture, infrastructure investments, and modernization strategies, aligning capabilities with mission growth and regulatory changes.
  • Identify security risks, infrastructure vulnerabilities, and compliance gaps; implement mitigation strategies.
  • Serve as primary liaison with government accrediting authorities, security officials, program leadership, and coordinate across facilities, IT, cybersecurity, and security teams.
  • Assess the sufficiency of existing secure facility capacity, utilization, and geographic distribution to support current operational and mission requirements.
  • Oversee d evelop ment and maintenance of data, metrics, planning tools, and analytical models needed to quantify enterprise secure lab, SCIF, SAPF, and classified workspace requirements.
  • Model future secure infrastructure needs based on business growth projections, program pipelines, facility lifecycle considerations, and evolving customer requirements.
  • Partner with Technical Divisions and program leadership to understand emerging mission needs, secure laboratory requirements, staffing growth, specialized equipment considerations, and future classified infrastructure demands.
  • Produce enterprise capacity forecasts and investment recommendations to guide expansion, consolidation, modernization, and prioritization of secure infrastructure initiatives.
  • Oversee e stablish ment and maintenance of planning assumptions, utilization reporting, and decision-support dashboards that enable data-driven management of secure infrastructure resources.
Required Qualifications
  • Active TS/SCI clearance required.
  • Extensive experience leading teams in SCIF, SAPF, and collateral classified environments.
  • Experience integrating secure network architectures within accredited DoD and ICD 705 faciliti es.
  • Expert knowledge of TEMPEST and ICD 705 physical security requirements.
  • Working knowledge of Collateral, SAP, and SCI secure network controls related to the Physical and Environmental Protection (PE) NIST control family
  • Familiarity with DoD and IC cybersecurity policies and security controls.
  • Proven ability to lead cross-functional teams and enterprise security initiatives.
  • Experience advising senior leadership and government stakeholders.
  • Strong written and verbal communication skills.
