Job Description
The Chief Operating Officer (COO), DCS Asset Maintenance, is responsible for the overall strategic, operational, and financial performance of the Asset Maintenance business. The COO serves as the senior executive leader of the business and is accountable for delivering profitability, operational excellence, customer satisfaction, safety performance, and sustainable growth across a portfolio of roadway and infrastructure maintenance contracts throughout the United States.
Working closely with the CEO and executive leadership team, the COO develops and executes business strategies that support geographic expansion, market growth, operational scalability, and long-term value creation. The COO provides leadership for all regional and project operations while building the organizational capabilities necessary to support continued market leadership.
This role carries full responsibility for the Asset Maintenance business performance and serves as the primary executive accountable for achieving strategic, operational, and financial objectives.
Strategic Planning & Market Expansion
  • Develop and execute the long-term strategic plan for the business.
  • Partner with business development teams to pursue new contracts, strategic partnerships, and growth opportunities.
  • Lead operational planning and mobilization efforts for major contract awards and new market entries.
  • Develop scalable operational models capable of supporting rapid growth while maintaining service excellence.

Operational Leadership
  • Provide executive leadership and oversight of all Asset operations across multiple regions, projects, and customer accounts.
  • Establish operational standards that ensure consistency, efficiency, safety, and customer satisfaction throughout the portfolio.
  • Create and foster a culture of execution to ensure the operating business delivers on its goals without sacrificing safety or customer contract compliance.
  • Drive continuous improvement initiatives focused on productivity, innovation, safety, contract compliance, operational excellence, and cost optimization.
  • Ensure successful project delivery while maintaining compliance with contractual requirements and regulatory standards.
  • Build operational infrastructure and processes that support a growing national footprint.

Financial Leadership
  • Maintain full profit and loss accountability for the Asset Business.
  • Develop annual business plans, operating budgets, and growth forecasts.
  • Drive margin improvement, and operational efficiency initiatives.
  • Monitor performance against established KPIs and implement corrective actions as necessary.
  • Partner with Finance to establish capital investment strategies that support long-term business objectives.

Leadership Development
  • Lead and develop a high-performing team of regional leaders, project executives, and operational managers.
  • Build organizational capability through succession planning, talent management, leadership development, and workforce planning.
  • Foster a culture of accountability, collaboration, innovation, and continuous improvement.
  • Ensure company culture remains strong during periods of growth and organizational change.

Customer & Stakeholder Leadership
  • Serve as the executive sponsor for key client relationships.
  • Partner with customers to identify opportunities to expand services and enhance value.
  • Promote exceptional customer experiences and long-term strategic partnerships.
  • Represent the organization with industry associations, governmental agencies, and strategic stakeholders.

  • Ensure adherence to all contractual obligations, regulatory requirements, and company policies.

Qualifications
  • Proven executive leadership experience (minimum 10 years) managing multi-site infrastructure, transportation, asset management, construction, or maintenance operations. State DOT experience is highly desired. Experience with PBMC is additive.
  • Demonstrated success leading organizations through aggressive growth and geographic expansion.
  • Strong operational execution expertise with business development mindset combined.
  • Experience managing large P&L responsibilities (100mm+ required).
  • Proven ability to balance strategic thinking with operational discipline.
  • Proven ability to select, negotiate and manage subcontractors and subcontractor agreements to seamlessly deliver contract compliance.
  • Proven leader capable of building high-performing teams and future leaders.
