Job description

Senior Vice President, Behavioral Health

This position serves as the primary representative and leader of strategic and operational integration for Behavioral Health in the Chief Medical Officer (CMO) Division. Work is anchored in developing and overseeing behavioral health activity and partnering with internal and external leaders to guide the execution of the behavioral health strategy to achieve identified quality and health outcomes for members with behavioral and/or substance use conditions. Primary duties include strategic leadership, operational planning, resource management, internal/external communications, externally representing CO, stakeholder engagement, financial management and guidance, and development and oversight of effective teams.

Estimated Hiring Range:

$264,510.00 - $323,290.00

Bonus Target:

Bonus - SIP Target, 10% Annual

Essential Responsibilities

Technical/Strategic Leadership

  • Provide strategic leadership through co-development and deployment of the CareOregon Behavioral Health strategy across all lines of business, including Medicaid, Medicare, other benefits (as applicable).
  • Develop and oversee measures for each line of business by directing activities related to behavioral health strategy and operational alignment within and external to the CMO Division.
  • Provide direction and departmental oversight for teams engaged in developing effective behavioral health programs and processes to meet the goals set forward by the division leads.
  • Evaluate and advise on the impact of long-range planning, introduction of new programs/strategies and regulatory action on all behavioral health initiatives.
  • Facilitate CareOregon's clinical approach based on member population needs and the desired member health and experience outcomes and impact.
  • Drive integration and communication of behavioral health strategy and contract changes to internal and external stakeholders.
  • Provide input and/or expertise as needed for clinical and operational teams by ensuring that each lead and region has sufficient resources, achieve quality outcomes, and execute on strategies that advance strategic behavioral health programs/projects.
  • Collaborate with Senior Medical Directors to operationalize CareOregon Quality and Health Outcomes goals and strategies, as well as to optimize behavioral health care coordination delivery necessary to support CareOregon membership.
  • Provide expertise to C-Suite in the design of enterprise-wide Behavioral Health strategy, and lead the execution of this strategy.
  • Guide intersections across matrixed teams, Data and Informatics, Information Systems, Operations, and other stakeholders to support behavioral health Behavioral Health, Dental, Medicare and other stakeholders.
  • Ensure effective operations and measurement, including compliance and regulatory reporting of required activities under contract.
  • Support emerging opportunity assessments involving the creation or onboarding of new organizations or new strategic partnerships.
  • Identify and oversee behavioral health investments and costing decisions aligned with organizational strategic priorities.
  • Advise executive leadership on emerging market trends and best practices for behavioral health solutions.
  • Serve as Executive Sponsor for key projects and initiatives.
  • Ensure and measures customer value, satisfaction, reliability, and continuous improvement of the CO behavioral health strategy.
  • Promote a culture of continuous improvement, service, and accountability while developing staff and leaders.

Strategic Planning

  • Actively and regularly participate in strategic planning and collaboration at the organizational level.
  • Provide counsel to the organization's executive leadership on specific areas of short- and long-term planning related to clinical strategy development and deployment.
  • Lead the development of vision and goals for areas of oversight.
  • Maintain a deep understanding of CareOregon operations and strategic functions, their strengths as well as internal or external threats.

Financial/Resource Management

  • Develop, propose, and oversee substantial budgets in alignment with strategic planning and organizational needs.
  • Counsel on financial and labor allocations across the organization, including people, finances, and timelines.

Relationship Management

  • Develop, implement, and manage strategic relationships with stakeholders that include innovative clinical arrangements and health outcome accountability.
  • Ensure strategic messages are regularly and effectively relayed to appropriate internal and external stakeholders.
  • Collaborate with other departments in the development and implementation of new care models that require ongoing clinical support and innovation.
  • Build and maintain strategic relationships relating to division resilience, quality improvement, innovation, LOB/regional boards and committees, CAPs, clinical integration programs, funding, assessment, and evaluation.

Employee Supervision

  • Direct teams and establish team direction and goals in alignment with the organizational mission, vision, and values.
  • Identify work and staffing models; recruit, hire, and oversee a team to meet work needs, using an equity, diversity, and inclusion lens.
  • Identify department priorities; ensure employees have information and resources to meet job expectations.
  • Lead the development, communication, and oversight of team and individual goals; ensure goals, expectations, and standards are clearly understood by staff.
  • Manage, coach, motivate, and guide employees; promote employee development.
  • Incorporate guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, budgeting, resource allocation, and decision making.
  • Ensure team adheres to department and organizational standards, policies, and procedures.
  • Evaluate employee performance and provide regular feedback to support success; recognize strong performance and address performance gaps and accountability (corrective action).
  • Perform supervisory tasks in collaboration with Human Resources as needed.

Experience and/or Education

Required

  • Minimum 10 years' experience in behavioral health, including experience in managed care and health plan functions and clinical and/or operational programs
  • Master's degree in social work, counseling, or related field

Preferred

  • Minimum 5 years' experience in a supervisory position
  • Experience leading within Medicaid and Medicare plans
Knowledge, Skills and Abilities Required

  • Advanced knowledge of managed health care, applicable laws, quality and health outcome development and program implementation
  • Advanced knowledge of clinical workflows and strategic development
  • Thorough knowledge of principles and statistical methodologies for program assessment and evaluation
  • Strong understanding of financial structures, fiscal responsibility, and the economic impact of business decisions
