Position Summary

The Chief Financial Officer (CFO) serves as a key member of Montgomery County Coalition for the Homeless' Executive Leadership Team and provides strategic leadership for the organization's financial health, long-term sustainability, and enterprise-wide financial operations. Reporting directly to the Chief Executive Officer, the CFO leads all aspects of finance, accounting, budgeting, financial planning, audit, compliance, risk management, and financial strategy for both Montgomery County Coalition for the Homeless (MCCH) and its affiliated housing organization, Coalition Homes.

The Chief Financial Officer (CFO) serves as a key member of Montgomery County Coalition for the Homeless' Executive Leadership Team and provides strategic leadership for the organization's financial health, long-term sustainability, and enterprise-wide financial operations. Reporting directly to the Chief Executive Officer, the CFO leads all aspects of finance, accounting, budgeting, financial planning, audit, compliance, risk management, and financial strategy for both Montgomery County Coalition for the Homeless (MCCH) and its affiliated housing organization, Coalition Homes. The CFO partners closely with the CEO, Chief Operating Officer, Chief Program Officer, Director of External Affairs, and Director of Community Impact & Philanthropy to align financial resources with organizational priorities, strengthen operational excellence, support affordable housing initiatives, maximize public and private investments, and advance MCCH's strategic plan. As a strategic advisor to the CEO and Board of Directors, the CFO provides data-driven financial leadership that supports informed decision-making, organizational growth, financial resilience, and the long-term sustainability of the organization's mission to end homelessness.

Key ResponsibilitiesExecutive Leadership & Strategic Planning

• Serve as a member of the Executive Leadership Team, helping establish organizational priorities, strategic direction, and enterprise-wide initiatives.
• Partner with the CEO to develop and implement long-term financial strategies that support organizational sustainability, growth, innovation, and mission impact.
• Collaborate with the COO to strengthen operational effectiveness, improve business processes, and ensure financial resources support organizational performance.
• Work closely with the Chief Program Officer to develop financially sustainable service models, evaluate program performance, and support strategic expansion of housing and supportive services.
• Partner with the Director of Community Impact & Philanthropy to develop fundraising strategies, evaluate philanthropic investments, maximize grant opportunities, and ensure financial stewardship of contributed revenue.
• Collaborate with the Director of External Affairs and Government Relations to provide financial analysis supporting government relations, advocacy initiatives, public policy priorities, and community partnerships.
• Lead financial planning for strategic initiatives, new business opportunities, affordable housing development, and capital investments.

Financial Strategy, Planning & Organizational Sustainability

• Develop and execute comprehensive financial strategies that ensure long-term organizational stability and sustainability.
• Lead organization-wide financial forecasting, multi-year planning, scenario modeling, and risk analysis.
• Establish financial performance metrics and dashboards that support strategic decision-making.
• Provide financial analysis and recommendations for major organizational initiatives, investments, acquisitions, and expansion opportunities.
• Evaluate emerging risks, funding trends, and economic conditions affecting the organization and recommend proactive strategies.

Financial Management, Reporting & Analysis

• Oversee all accounting, financial reporting, budgeting, and financial operations across MCCH and Coalition Homes.
• Ensure timely and accurate monthly, quarterly, and annual financial statements in accordance with Generally Accepted Accounting Principles (GAAP), FASB standards, Uniform Guidance, and nonprofit accounting requirements.
• Present financial reports and strategic recommendations to the CEO, Executive Leadership Team, Finance Committee, and Board of Directors.
• Translate complex financial information into meaningful insights that support executive and Board decision-making.
• Monitor organizational financial performance and recommend corrective actions when needed.

Affordable Housing & Real Estate Financial Oversight

• Provide executive financial oversight for Coalition Homes and all affordable housing operations.
• Lead long-term financial planning for affordable housing assets, capital improvements, refinancing opportunities, reserve planning, and portfolio sustainability.
• Collaborate with operations and property management leadership to maximize occupancy, financial performance, regulatory compliance, and asset preservation.
• Evaluate financing opportunities, housing development initiatives, and public-private partnerships that expand affordable housing capacity.

Budgeting & Resource Allocation

• Lead development of the organization's annual operating and capital budgets.
• Coordinate organization-wide budget planning with Executive Leadership and department leaders.
• Monitor budget performance and provide timely analysis of variances, trends, and resource allocation.
• Ensure organizational resources are aligned with strategic priorities and mission outcomes.
• Support department leaders in financial planning and responsible stewardship of organizational resources.

Cash Flow & Risk Management

• Oversee cash flow forecasting, banking relationships, investments, debt management, and lines of credit.
• Develop financial strategies that strengthen organizational resilience and long-term sustainability.
• Maintain comprehensive internal controls, financial policies, and enterprise risk management practices.
• Evaluate organizational financial risks and implement mitigation strategies.
• Ensure appropriate insurance coverage and financial protections across the organization.

Audit, Compliance & Financial Stewardship

• Lead annual financial statement audits, Single Audits, Uniform Guidance compliance, and regulatory reporting.
• Ensure compliance with federal, state, local, and grantor requirements.
• Oversee preparation of Form 990, tax filings, financial reports, and regulatory submissions.
• Maintain audit readiness and continuously strengthen internal financial controls.
• Partner with external auditors, legal counsel, financial institutions, and government agencies.

Operational Excellence & Organizational Infrastructure

• Promote continuous improvement of financial systems, reporting processes, and organizational infrastructure.
• Lead implementation and optimization of financial technologies and enterprise systems.
• Collaborate with the COO to improve organizational efficiency and operational performance.
• Support strategic workforce planning through financial analysis and organizational modeling.
• Ensure financial processes support organizational growth while maintaining strong stewardship and accountability.

Leadership & Team Development

• Provide leadership, coaching, and professional development to the finance and accounting team.
• Foster a culture of accountability, collaboration, innovation, and continuous improvement.
• Build organizational financial literacy by supporting managers and leaders in understanding financial performance and budget management.
• Promote cross-functional collaboration and high-performing teams across the organization.

RequirementsQualifications

• Bachelor's degree in Accounting, Finance, Business Administration, or related field required.
• Minimum of ten (10) years of progressively responsible executive financial leadership, including at least five (5) years in a senior finance leadership role within a nonprofit organization.
• Certified Public Accountant (CPA) preferred.
• Master's degree in Business Administration (MBA), Public Administration (MPA), Finance, or related field preferred.
• Demonstrated expertise in nonprofit financial management, fund accounting, federal and state grants, Uniform Guidance, Single Audits, and multi-entity financial operations.
• Significant experience overseeing complex budgets, diversified funding streams, government contracts, and philanthropic revenue.
• Experience supporting affordable housing, community development, real estate finance, or permanent supportive housing programs strongly preferred.
• Proven experience leading strategic planning, enterprise risk management, organizational growth initiatives, and long-range financial planning.
• Strong understanding of nonprofit governance and experience presenting to Boards of Directors and Finance Committees.
• Demonstrated success building high-performing teams and fostering collaborative executive leadership.
• Experience with financial management systems, including Blackbaud Financial Edge, Yardi Breeze, Sage Intact, budgeting software, and business intelligence tools preferred.
• Exceptional communication, analytical, and relationship-building skills, with the ability to translate complex financial information into actionable strategic guidance.

Salary Description

$150,000 - $170,000
