Role Name: Business Data Analyst III

Location: Denver, CO

Duration: 10+ Months

Description

This position provides data science and data management and integration expertise for the Department of Human Services (CDHS) Joint Agency Interoperability project. This position will work with the contractor developing the Implementation Advance Planning Document and with CDHS personnel to identify and review needs and recommendations for department-wide data interoperability. This will include:

Identifying and documenting data in use and maintained by CDHS

Designing an architecture for data integration and interoperability

Recommending a method for resolution of identities and matching records among multiple databases within CDHS

Defining methods for measuring and comparing data quality

Defining appropriate analytics methods and platform to provide a 360 view of CDHS clients and assess program effectiveness and abuse.

In addition to reviewing and assisting to guide work performed by the contractor, this position will:

Develop metadata for data identified in the discovery phase of the project and ensure that metadata is being entered into OIT's clearinghouse for data discovery

Categorize data based on security, sensitivity and/or other schemes defined by OIT for improved data governance

Describe the semantics of disparate data sets, matching the semantics and structures of the data sets to support interoperability of the data

Test data quality measurement processes on specific data, recommending changes where appropriate

Define and scope workflows and APIs to be implemented in the enterprise service bus following patterns defined by OIT data integration team, testing where feasible and recommending changes to patterns and practices where appropriate

Describe methods for analysis of CDHS data and programs to improve effectiveness and identify and test possible analytical platforms for this purpose

This position will report to the state's Chief Data Officer within OIT and work closely with OIT staff in the Enterprise Architecture office as well as staff within CDHS and contractor personnel.
