Chief Technology Officer (CTO)

The City of Alexandria is seeking an innovative and experienced Chief Technology Officer (CTO) to lead the City's technology strategy, cybersecurity initiatives, and digital modernization efforts. The ideal candidate will provide strategic leadership ensuring the City's technology infrastructure is secure, reliable, and aligned with the evolving needs of municipal operations and public service delivery.
The CTO will work closely with executive leadership and collaborate with the existing Information Technology Department to guide technology initiatives that improve efficiency, strengthen cybersecurity protections, and enhance services to residents and businesses.
Examples of Duties
Key Responsibilities
  • Develop and implement the City's long-term technology and digital transformation strategy.
  • Lead the City's cybersecurity and information security initiatives, including risk management, vulnerability mitigation, and incident response planning.
  • Provide strategic leadership for technology infrastructure, enterprise systems, cloud platforms, telecommunications, and digital services.
  • Collaborate with the Information Technology Department to support IT operations and implement strategic technology initiatives.
  • Advise the Mayor and executive leadership on technology planning, investments, and emerging technologies.
  • Guide major technology projects, system upgrades, and modernization efforts across City departments.
  • Oversee technology vendors, contracts, and service providers to ensure performance, security compliance, and value.
  • Assist in developing and managing the City's technology budget and capital investment planning.
  • Promote the use of technology to improve government efficiency, transparency, and citizen access to services.

The successful candidate will have a demonstrated ability to manage complex technology environments, strengthen cybersecurity programs, and implement innovative solutions that support organizational goals.

Typical Qualifications
Minimum Qualifications
Education

Experience
  • Minimum 7-10 years of progressively responsible experience in information technology leadership
  • Experience overseeing enterprise IT infrastructure, cybersecurity programs, and technology strategy
  • Public sector or municipal technology experience preferred

Preferred Certifications
  • Certified Information Systems Security Professional (CISSP)
  • Certified Information Security Manager (CISM)
