Job description

Responsibilities
We are seeking a highly skilled and innovative Organizational Change Management Specialist to join our team in the greater DMV area, supporting the Army National Guard.
Key Responsibilities
  • Develop OCM strategies, stakeholder analyses, adoption roadmaps, and targeted communication plans aligned to program objectives and governance.
  • Conduct organizational readiness and change-impact assessments for new operating models, processes, and technologies.
  • Design and execute stakeholder engagement, communications, reinforcement, and resistance-mitigation activities independent of technical training delivery.
  • Define adoption KPIs and measurement approaches; produce dashboards and qualitative/quantitative reports on user adoption, engagement, proficiency, and change risks.
  • Advise leadership on change velocity, workforce impacts, and mitigation strategies; provide COAs to increase adoption and sustainment.
  • Facilitate change working groups, sponsor alignment sessions, and mid/high-level briefings; coordinate with HR, PMO, and program stakeholders.
  • Create OCM artifacts: communication templates, sponsor roadmaps, stakeholder matrices, adoption playbooks, and sustainment plans.
  • Monitor post-deployment adoption, collect feedback, and iterate change tactics to improve outcomes.

Qualifications
Required Qualifications
  • Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD
  • Clearance: TS/SCI (active)
  • Education / Certification: Candidate must meet ONE:
    • Bachelor's degree (BS) in relevant field; OR
    • Certified Change Management Professional (CCMP) OR CISM.
  • Experience: Minimum 3 years OCM, change leadership, or organizational development additional experience in enterprise IT transformations (DoD experience preferred).
  • Skills: Stakeholder analysis, communications strategy, change-readiness assessment, KPI/dashboard development, executive briefing, and cross-functional coordination.

Desired / Preferred
  • Prior DoD/Army/ARNG modernization or enterprise transformation experience
  • Experience with DevSecOps, ITSM, cloud migrations, and large distributed user populations
  • Familiarity with DoD governance, RMF implications on change, and classified environment constraints

Target Salary Range
$86,000 - $138,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
