Metrics LLC is a small, veteran-owned federal IT and acquisition-support firm. We are pursuing a contract with the Centers for Disease Control and Prevention (CDC) in Atlanta, Georgia, to provide dedicated contracting professionals who help the agency manage its purchasing and procurement workload. This team works inside CDC's contracting office, handling the full lifecycle of federal purchases โ from early planning and market research through contract award and ongoing administration. The Program Manager leads the team, owns the quality of all work products, and serves as the primary day-to-day contact between Metrics and CDC leadership. This position is contingent on contract award, anticipated for August 2026.
Role Function:
- Lead a team of contract specialists executing federal procurement actions for CDC, tracking each action from initial purchase request through award and file closeout โ targeting roughly 4โ5 completed actions per specialist per week.
- Write and submit monthly written progress reports to CDC's program representative, covering the status of all open procurement requests, average processing times, and any issues affecting the team's output.
- Run bi-weekly video check-in meetings with CDC leadership to review workload metrics, flag risks, and resolve any concerns before they escalate; submit weekly written status updates during high-tempo periods.
- Review solicitation packages โ requests for proposals, requests for quotes, and related documents โ prepared by your team before they go to the CDC contracting officer, ensuring accuracy, completeness, and regulatory compliance.
- Coordinate with the CDC contracting officer when work needs to go through the Small Business Administration's 8(a) program or through a government-wide purchasing vehicle, and facilitate communication between all parties.
- Deliver completed, organized electronic contract files to CDC within 10 business days of each action's completion, using CDC's contract writing system (training provided after award).
- Manage your team's onboarding paperwork, annual security and privacy training records, and government ID badge process for everyone working under the contract.
- Write and implement corrective action plans when workload, quality, or staffing issues arise; ensure the team responds to any government question or concern within one hour to one business day depending on urgency.
Experience & Education:
Required
- Bachelor's degree (any field).
- At least 7 years of experience in federal contracting, acquisition planning, or program management of contracting teams โ or a combination of the three.
- Federal Acquisition Certification in Contracting (FAC-C) โ current certification or a certification held for at least 5 years at any point; or a recognized civilian equivalent such as DAWIA Level II/III, Certified Professional Contracts Manager (CPCM), or Certified Federal Contracts Manager (CFCM).
- Hands-on experience running the full federal procurement cycle: market research, solicitation writing, proposal evaluation support, source selection documentation, contract award, and post-award modifications.
- Familiarity with federal contracting regulations and how they govern day-to-day purchasing decisions.
- Ability to pass a federal background investigation and obtain a government-issued ID card (no active clearance required; investigation is initiated after hire).
- Comfort working primarily remotely while meeting strict weekly and monthly reporting deadlines.
Preferred
- Prior experience with CDC's Integrated Contracts Expert (ICE) contract writing system โ this is the primary tool the team uses; prior users will onboard faster.
- Experience working in or alongside a federal agency contracting office, particularly at CDC, NIH, FDA, or another Health and Human Services component.
- Experience coordinating procurements through the Small Business Administration's 8(a) program or through government-wide purchasing vehicles such as NITAAC or NASA SEWP.
- CPCM or CFCM certification from the National Contract Management Association.
