Job description

The Family Recovery Program, Inc. was originally created in August 2005, by private philanthropic partners including the Abell Foundation, the Baltimore Community Foundation, and the Annie E. Casey Foundation, along with the Maryland State Departments of Budget and Management, Human Resources, and the Governor’s Office of Children, joined with the Safe and Sound Campaign and the Family League of Baltimore City. This nationally recognized program provides parents with the substance abuse treatment they need and a full range of supportive services, including mental health care, transportation, housing assistance, and case management support. Services are tailored to meet the needs of parents who are often in crisis and unable to move forward without intensive, ongoing help.

The Family Recovery Program’s goal is to reduce the time target children spend in out-of-home placements by providing intensive substance abuse treatment services and judicial oversight administered by the Juvenile Court of Baltimore City to the parents of the children. The Family Recovery Program is able to achieve its goal because successful parents who maintain sobriety are more likely to be reunified with their children. The children of unsuccessful parents are more likely to enter into alternative permanent placements (e.g. Adoption or Custody and Guardianship).

We are seeking a dedicated and compassionate Case Manager/Addiction Counselor to join our dynamic behavioral health team. In this vital role, you will provide comprehensive case management and addiction counseling services to individuals struggling with substance use disorders and co-occurring mental health conditions. Your expertise will guide clients through assessment, treatment planning, and recovery processes, ensuring they receive personalized, evidence-based care. This position offers an exciting opportunity to make a meaningful impact by supporting clients in achieving lasting recovery and improved well-being through engaging therapeutic interventions and community resources.

Duties

  • Conduct thorough client assessments utilizing diagnostic tools such as DSM-5 criteria and ICD coding to determine treatment needs.
  • Develop individualized care plans incorporating behavioral therapy, cognitive-behavioral therapy (CBT), motivational interviewing, and evidence-based practices for substance use and mental health conditions.
  • Provide individual, group, and family counseling sessions focused on addiction recovery, mental health stabilization, trauma-informed care, and crisis intervention.
  • Manage case coordination by connecting clients with community resources, housing, employment services, and medical providers to support holistic recovery efforts.
  • Maintain accurate clinical documentation adhering to HIPAA standards, medical terminology protocols, and electronic health records (EHR/EHR) management systems.
  • Perform client communication activities including intake assessments, progress notes, discharge planning, and follow-up care while ensuring confidentiality at all times.
  • Engage in ongoing research and data collection to monitor treatment outcomes, improve clinical practices, and ensure compliance with healthcare regulations such as CPT coding and ICD coding standards.
  • Facilitate Group sessions for our IOP/OP
  • Ensuring that the parents are referred to appropriate treatment under the policies of the program;
  • Monitoring and supporting parents through their progression in all treatment modalities and treatment-related services;
  • Monitoring and supporting parents through their progression in FRP/Sage Center program levels;
  • Creating FRP Official Court Reports, with accuracy, on a weekly basis;
  • Attending all court docket conferences;
  • Incorporating trauma-informed care principles when working with parents;
  • Utilization of DAP note format when documenting interactions with parents and parent providers;
  • Appearing as specialized witnesses and as a first-hand knowledge witness to Child in Need of Assistance (CINA) court proceedings, as subpoenaed;
  • Entering all required data and outcomes of the parent’s progress in the state’s SMART database and the program’s Penelope database;
  • Collecting urine specimens from parents, as needed;
  • Maintain counseling certification;
  • Maintain CPR certification;
  • Attending all other FRP training;
  • Maintain client and program confidentiality.

Qualifications

  • Bachelor’s or Master’s degree in social work, psychology, counseling or related field; licensure or certification in addiction counseling preferred.
  • A current Certification of Certified Supervised Counselor (CSC-AD), Certified Associate Counselor (CAC-AD), or higher, or with a trainee status and the ability to become fully certified within one year of employment;
  • Proven experience working with individuals with substance use disorders and co-occurring mental health conditions in clinical or community settings.
  • Strong knowledge of behavioral health therapies including motivational interviewing, behavioral therapy, cognitive-behavioral therapy (CBT), applied behavior analysis (ABA), and crisis management techniques.
  • Familiarity with medical documentation standards, ICD-9/ICD coding systems, CPT coding for billing purposes, and electronic health record (EHR) systems such as EMR/EHR platforms.
  • Excellent client assessment skills with the ability to work effectively with diverse populations from various cultural backgrounds.
  • Knowledge of mental health diagnoses using DSM-5 criteria along with experience in intake procedures and diagnostic evaluation processes.
  • Ability to manage crisis situations adeptly while maintaining patient confidentiality under HIPAA regulations.
  • Strong communication skills for client engagement, team collaboration, and documentation accuracy in accordance with clinical standards.
  • Demonstrated respect and concern for meeting the needs of Baltimore’s most vulnerable children, youth, and their families from an asset-based approach; and
  • Track record of delivering results that improve the lives of children, youth, and their families.
  • Familiarity with Baltimore’s child welfare system and social sector organizations that serve vulnerable children, youth, and their families;
  • Experience working in City and State substance abuse tracking systems (e.g. SMART, Penelope, etc.);
  • Experience working with multiple forms of media to engage hard-to-reach populations; and
  • Experience working with evaluation and research tools to demonstrate results.
