Compensation Range:
$71,134.87 - $113,068.85
Position Summary:
Hiring Salary Range: $71,134.87 to $78,248.35 depending on qualifications.
Job Summary:
Responsible for overseeing the financial management and reporting of capital construction and renovation projects. This position ensures accurate accounting, regulatory compliance, and effective budget oversight for all capital project activities. The role works closely with Facilities, Procurement, and Finance to support project execution, maintain financial integrity, and ensure proper capitalization of assets.
Job Duties:
  • Establishes and maintains financial records and project accounts for capital construction and renovation projects.
  • Monitors project budgets, expenditures, and encumbrances to ensure alignment with authorized funding levels.
  • Reviews financial transactions for accuracy and appropriate accounting classification.
  • Provides financial analysis and prepares periodic reports on project budgets, expenditures, and overall financial status.
  • Maintains Construction in Progress (CIP) accounts for all capital projects.
  • Tracks project expenditures and commitments to ensure accurate and timely financial reporting.
  • Coordinates with Facilities Planning and Construction to validate project costs and financial activity.
  • Capitalizes completed projects and major renovations in accordance with applicable accounting standards and policies.
  • Reviews contractor payment applications, invoices, and supporting documentation for accuracy and compliance with contract terms.
  • Verifies that payments correspond with project milestones, approved budgets, and contractual agreements.
  • Coordinates with Procurement and Facilities on change orders, payment approvals, and contract modifications.
  • Prepares financial reports and supporting schedules related to capital construction projects.
  • Provides documentation and analysis to support internal and external audits.
  • Assists in the preparation of financial statement schedules related to capital project activity.
  • Ensures compliance with applicable accounting standards, state regulations, and institutional policies.
  • Maintains comprehensive documentation supporting project expenditures, funding sources, and capitalization activities.
  • Implements and monitors internal control procedures to safeguard institutional financial resources.
  • Provides guidance and training to staff involved in capital project accounting and financial monitoring.
  • Assists departments with financial procedures related to capital project expenditures and documentation requirements.

Minimum Qualifications:
The position requires at least a Bachelor's degree and five years of prior-related work experience.
