Position Summary
The Capital Programs Manager series provides project, program, and enterprise leadership for the City's most significant capital, development, and organizational initiatives. Positions in this series support the successful planning, coordination, implementation, and oversight of projects that advance City Council priorities, organizational objectives, and community needs.
The Capital Programs Manager work collaboratively with executive leadership, City departments, consultants, contractors, partner agencies, elected officials, and community stakeholders to ensure initiatives are effectively managed and aligned with the City's long-term vision. Responsibilities may include project and program management, strategic planning, stakeholder engagement, capital program oversight, organizational coordination, risk management, and executive reporting.
This position may be filled at the Capital Programs Manager I, II, or III level depending on the selected candidate's qualifications, experience, and demonstrated ability to perform the duties of the position.
Capital Programs Manager I
Position Summary
The Capital Programs Manager I provides professional project management and coordination support for assigned capital improvement, development, and strategic initiatives. The incumbent manages assigned projects and supports implementation efforts through project planning, scheduling, budget monitoring, stakeholder engagement, and implementation tracking.
This position works collaboratively with departments, consultants, contractors, and stakeholders to ensure projects are delivered effectively and efficiently while supporting City Council priorities and organizational goals.
Essential Functions

• Manage assigned capital improvement, development, and strategic initiatives.
• Coordinate activities among City departments, consultants, contractors, and partner agencies.
• Develop and maintain project schedules, milestone trackers, and status reports.
• Monitor project scope, budgets, timelines, and deliverables.
• Facilitate project meetings and track action items.
• Prepare reports, presentations, and executive briefing materials.
• Support procurement, contract administration, and grant administration activities.
• Conduct research and analysis to support strategic initiatives.
• Assist with stakeholder engagement and public outreach efforts.
• Identify project risks and implementation challenges and recommend solutions.
• Maintain project documentation and records.
• Support development of project management tools, templates, and best practices.
• Monitor project performance and implementation progress.
• Participate in cross-functional teams and special assignments.
• Perform other duties as assigned.

Capital Programs Manager II
Position Summary
The Capital Programs Manager II provides advanced project and program management leadership for large, complex, and high-priority capital, development, and strategic initiatives. The incumbent independently manages multiple projects and programs while coordinating efforts across departments to ensure successful implementation of organizational objectives.
This position serves as a senior project and program manager and provides leadership in project planning, stakeholder engagement, budget oversight, risk management, and organizational coordination. The Capital Programs Manager II exercises a high degree of independence and may provide lead direction and mentorship to lower-level staff and project teams.
Essential Functions

• Perform all duties of Capital Programs Manager I, in addition to:
• Independently manage multiple projects and programs simultaneously.
• Oversee assigned portions of the City's Capital Improvement Program.
• Coordinate complex initiatives involving multiple departments and stakeholders.
• Monitor program budgets, funding sources, schedules, and organizational impacts.
• Lead procurement, consultant selection, and contract administration efforts.
• Develop implementation strategies, performance measures, and risk mitigation plans.
• Facilitate strategic discussions and provide recommendations to leadership.
• Prepare executive-level reports, presentations, and recommendations.
• Mentor lower-level staff and provide lead work direction.
• Support strategic planning efforts and organizational initiatives.
• Recommend process improvements to enhance project delivery and coordination.
• Represent the City in meetings with external stakeholders and partner agencies.
• Perform other duties as assigned.

Capital Programs Manager III
Position Summary
The Capital Programs Manager III provides executive leadership and enterprise oversight for the City's largest, most complex, and highest-profile strategic, capital, and development initiatives. The incumbent serves as a strategic advisor to executive leadership and is responsible for ensuring successful implementation of City Council priorities through effective governance, organizational alignment, and cross-functional coordination.
This position serves as an extension of the City Manager's Office and exercises considerable independent judgment and discretion in matters involving politically sensitive, high-visibility, and high-impact initiatives. Primary responsibilities may include executive oversight of major initiatives such as Civic Campus, West Greeley, downtown redevelopment, and other City Council and executive leadership priorities.
Essential Functions

• Perform all duties of Capital Programs Manager I and II, in addition to:
• Provide executive leadership for enterprise-wide strategic initiatives and capital programs.
• Serve as a strategic advisor to executive leadership regarding major initiatives, risks, and priorities.
• Lead governance, accountability, and implementation efforts for high-profile projects.
• Oversee Civic Campus, West Greeley, and other executive-level initiatives.
• Coordinate enterprise efforts across City departments to ensure organizational alignment.
• Lead strategic planning and organizational effectiveness initiatives.
• Monitor enterprise project portfolios and recommend resource allocation strategies.
• Represent the City Manager's Office in meetings, negotiations, and public forums.
• Build relationships with elected officials, executive leaders, developers, and community stakeholders.
• Oversee executive reporting, dashboards, and performance metrics.
• Lead organizational change management efforts related to major initiatives.
• Supervise assigned staff and establish performance expectations.
• Ensure enterprise initiatives align with the City's long-term vision and strategic goals.
• Perform other duties as assigned.

Capital Programs Manager I
Minimum Qualifications

• Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Construction Management, Engineering, Planning, Project Management, or a closely related field.
• Five (5) to seven (7) years of progressively responsible experience in project management, capital projects, infrastructure, construction, planning, or organizational initiatives.

Preferred Qualifications

• Eight (8) years of project management or project coordination experience.
• Experience with municipal government or public sector organizations.
• Experience supporting Capital Improvement Program (CIP) projects.
• Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or similar certification.
• Experience with grant administration and public procurement processes.

Capital Programs Manager II
Minimum Qualifications

• Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Construction Management, Engineering, Planning, Project Management, or a closely related field.
• Eight (8) years of progressively responsible experience in project management, capital programs, infrastructure, construction, strategic initiatives, or organizational initiatives.

Preferred Qualifications

• Master's degree in Public Administration, Business Administration, Engineering, Construction Management, or a related field.
• Nine (9) or more years of experience managing large or complex projects and programs.
• Experience managing municipal Capital Improvement Programs.
• Experience leading cross-departmental initiatives and stakeholder engagement efforts.
• Project Management Professional (PMP), Certified Construction Manager (CCM), or similar certification.
• Experience presenting to executive leadership, boards, or elected officials.

Capital Programs Manager III
Minimum Qualifications

• Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Construction Management, Engineering, Planning, Project Management, or a closely related field.
• Ten (10) years of progressively responsible experience in project management, capital programs, infrastructure, strategic initiatives, organizational leadership, or a related field.
• Five (5) years of experience leading complex, multi-departmental initiatives, programs, or teams.

Preferred Qualifications

• Master's degree in Public Administration, Business Administration, Engineering, Construction Management, or a related field.
• Fifteen (15) or more years of progressively responsible leadership experience.
• Experience overseeing major capital programs or initiatives exceeding $100 million.
• Experience serving in a senior leadership role within a municipal or public sector organization.
• Project Management Professional (PMP), Certified Construction Manager (CCM), Professional Engineer (PE), or similar certification.
• Experience working with executive leadership, elected officials, and community stakeholders.
• Experience leading strategic planning, organizational development, or enterprise initiatives.

Work Environment

• Primarily based in a standard office environment, which involves working at a desk or workstation for extended periods.
• Occasional conducts field visits to residential, commercial, and community locations to perform water audits, site assessments, customer consultations, and outreach activities.
• Frequently interacts with the public, stakeholders, contractors, and internal staff, including one-on-one customer meetings, community events, trade shows, workshops, and presentations.
• Work may require travel throughout the City and attendance at meetings, events, and project sites in a variety of indoor and outdoor settings.
• Outdoor work may involve exposure to varying weather conditions, including heat, cold, rain, wind, and uneven terrain.
• The noise level varies from typical office settings to moderate levels associated with public events, community gatherings, and field environments.
