Looking for a candidate to be located on-site in Plattsburgh, NY


The Learning and Development Manager is a strategic organizational leader responsible for designing, implementing, and measuring high-impact learning solutions that directly drive business results. This role transforms workforce capability through innovative learning strategies, modern technology solutions, and data-driven program optimization. The ideal candidate combines strategic business acumen, advanced instructional expertise, and consultative partnership skills to build a future-ready learning organization aligned with corporate objectives.


Strategic Learning Architecture & Planning

Develop and execute comprehensive learning strategies aligned with organizational goals and business performance metrics

Lead the transition from role-based training to a skills-based architecture by mapping competency gaps and designing targeted skill development pathways

Conduct organizational and individual learning needs assessments, translating business challenges into targeted learning solutions

Partner with senior leadership to establish clear KPIs and success metrics for all learning initiatives


Learning Experience Design & Delivery

Design and deploy diverse learning experiences including e-learning courses, micro-learning modules, virtual instruction, coaching, and immersive programs

Leverage Generative AI and modern instructional technologies to accelerate content development and personalize learning at scale

Apply adult learning principles and evidence-based instructional design practices across all learning interventions


Learning Technology & Analytics

Manage and optimize the Learning Management System (LMS) to ensure seamless content delivery and user engagement

Own the learning technology roadmap, balancing innovation with cost-effectiveness

Analyze learning data and performance metrics to assess program effectiveness and track ROI by connecting outcomes to business metrics (retention, productivity, promotion rates)


Stakeholder Partnership & Change Leadership

Function as a strategic partner with the Director of Human Resources and department heads, co-designing learning solutions that drive performance

Act as a trusted consultant to senior leadership on talent development, performance gaps, and organizational capability building

Lead change management efforts during learning transformation initiatives

Build and maintain relationships with internal stakeholders, external training providers, and technology vendors


Budget & Vendor Management

Manage L&D budget and optimize spend across programs, platforms, and vendor relationships

Negotiate and manage contracts with training providers and technology vendors, securing competitive pricing

Identify cost-effective alternatives and leverage volume purchasing opportunities

Requirements

Bachelor's degree in Human Resources, Business, Education, Psychology, or related field (OR equivalent professional experience demonstrating mastery of L&D and organizational development)

Minimum 5+ years of progressive responsibility in Learning and Development management, training design, talent development, or organizational effectiveness roles

Demonstrated success designing, implementing, and scaling learning programs that achieved measurable business outcomes and organizational transformation

Proven experience designing and delivering learning solutions for hybrid and remote workforces

Background in performance consulting, organizational effectiveness, or capability development

Advanced proficiency with Learning Management Systems (LMS) administration, configuration, and optimization

Skilled in e-learning authoring tools and multimedia content development

Experienced with data analytics and business intelligence tools (Power BI, Tableau, or equivalent) for program reporting and insights

Applied knowledge of Generative AI applications in learning contexts including content generation, personalized learning, and intelligent coaching

Familiarity with modern talent development frameworks including competency mapping, skills gap analysis, and learning in the flow of work

Strong project management, budgeting, and financial analysis capabilities with demonstrated ability to manage departmental budgets and ROI analysis

Proficiency with Microsoft Office suite (Word, Excel, PowerPoint) and modern cloud-based collaboration tools (Microsoft Teams, SharePoint)

Ability to sit for extended periods and work at a computer for majority of workday

Full participation in virtual and in-person meetings, including video conferencing and webinar delivery

Travel as needed to support learning initiatives, deliver training, and engage with internal and external stakeholders (estimated 5-10% annually)
