Raytheon’s Strategy & Technology Center is seeking an Affordability Section Lead, Senior Manager to guide, develop, and oversee the Affordability discipline across multiple teams and programs. Affordability is a critical function within Raytheon that ensures systems are designed, produced, and sustained at optimal lifecycle cost while maintaining mission performance and reliability. Because approximately 70–80% of lifecycle cost is determined during early engineering design and system architecture decisions, Affordability plays a central role in influencing engineering, supply chain, production, and sustainment strategies. The Affordability Section Lead partners with Chief Engineers, Program Managers, Supply Chain leadership, Operations, and Finance to ensure that affordability objectives, cost-awareness, and value optimization are embedded throughout the product lifecycle.

This position is an onsite role located in Tucson, AZ.

 What You Will Do:

  • Provide leadership and direction to the Affordability organization, including Leads, Modelers, SMEs, and Support staff.
  • Develop and implement Affordability discipline strategy, capability development plans, and long-term organizational goals.
  • Ensure consistent execution of Affordability activities across programs, aligned with RLPM processes and engineering best practices.
  • Oversee development and review of complex cost models, lifecycle cost assessments, and affordability analyses.
  • Guide identification, quantification, and execution of Cost Reduction Initiatives (CRIs) and Cost Risks/Opportunities (CROs).
  • Represent Affordability in major design reviews, Independent Reviews, customer engagements, and proposal development activities.
  • Partner with Engineering, Supply Chain, Operations, and Finance to integrate cost considerations into architecture, manufacturing, and sustainment decisions.
  • Lead workforce planning, performance management, recruiting, and mentoring across the Affordability discipline.
  • Drive process improvement, standardization, and development of modeling tools, templates, and best practices.
  • Monitor Affordability execution across programs and escalate issues, risks, and resource needs to senior leadership.

Qualifications You Must Have:

  • Typically requires a degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 10 years of prior relevant experience.
  • Experience with systems engineering methodologies in the development of system architectures, production processes, and/or sustainment strategies.
  • Experience in cost modeling, lifecycle cost analysis, and/or affordability methodologies.
  • Experience preparing and delivering briefings to executive leadership and customer stakeholders.

Qualifications We Prefer:

  • An advanced degree or advanced certification (e.g., MBA, systems engineering, cost analysis, or project management)
  • Experience in DTC (Design-to-Cost) and/or CAIV (Cost As an Independent Variable)
  • Experience leading large cross-functional initiatives in Engineering, Supply Chain, Operations, or Finance.
  • Experience leading technical teams and developing organizational capability.
  • Familiarity with manufacturing cost drivers, industrial engineering concepts, and production optimization.
  • Experience supporting competitive assessments, major proposals, or customer engagement strategies.
  • Experience managing competing priorities, allocating resources, and drive disciplined execution across multiple programs.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
