EIM Load and Recon Analyst II

This position is covered by NERC CIP cyber security standards. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.
SUMMARY:
Under general supervision, conducts research to aid in interpretation of economic relationships and aid in the solution of problems specific to load research and data analysis associated with the PNM MV90 Wholesale database. This position will also use EIM Energy Accounting Systems to verify data quality of Mv90 meter data and ensure proper conformance of data for transmission to CAISO/PNM Settlement systems. Position will also support Balancing Authority Area Day After and Month End Interchange checkout activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Creates and maintains extensive data-sets of EIM related load, generation, and Wholesale MW Interchange data using Wholesale MV90 Megawatt hourly database
Inputs and runs reports within database to analyze data and create reports for internal and external parties
Maintains the integrity of MW energy data by performing checkout balancing and enforcing routine control procedures for Day After, Weekly, Bi-weekly and Month End Interchange transactions
Monitors, tests, troubleshoots and coordinates the repair of faulty data transmission into the MV90 Wholesale Meter Data System
Will conduct analytical review of raw data from the MV90 Wholesale Meter Data System in accordance with CAISO data standards
Reconciles the data from the MV90 System to ensure accurate data is transferred into EIM hierarchal systems
Utilizie the EIM hierarchal systems to verify, properly format, and evaluate any substitution of data for the 5-minute, 15-minute, and hourly data from over 100 Intertie and generation meters
Reviews and validates 5-minute, 15-minute, and hourly data and troubleshoot discrepancies as part of the initial settlement reconciliation process with CAISO invoices
Coordinates with adjacent Intertie Entities and Transmission Network customer services for daily balancing transactional functions to meet NERC compliance requirements
Provides CAISO related Energy Transfer System Resource and EIM related Interchange support to PNM Balancing Authority, Energy Analysis, CAISO Settlements and External Transmission Network Customers
Dispute resolution of 5-minute, 15-minute, hourly data discrepancies. Review from over 100 intertie and generation meters in coordination with CAISO settlement business practices and business timelines for dispute resolution
Submits to WECC and RC West PNM's annual MWh reporting and settlements and PNM's annual settlement with SPP for Unscheduled Flow Mitigation MWh's. Provides load and economic analyses for various departments in the Company, as needed.
Performs ad hoc SAS-language programming; loads and maintains new Wholesale MV90 system software releases and tracking on meter communication issues to be completed by communications technicians
COMPETENCIES:
Strong analytical skills and in-depth knowledge of standard and generally accepted practices in western utilities and CAISO systems and load research techniques.
Ability to recognize business-planning activities directly or indirectly concerned with load forecasting, load research or program evaluation issues and to participate in those activities where appropriate
Requires strong interpersonal skills in high-pressure situations and strong organizational skills.
Ability to employ creative problem solving techniques covering a wide variety of topics both in and out of the immediate areas of responsibility

QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
