The Business Process Analyst (BPA) will support the Oklahoma State Department of Health (OSDH) Transformation Management Office (TMO) by providing strategic initiative support, business process analysis and improvement, performance management, and stakeholder coordination. The BPA will support the planning, coordination, implementation, execution, monitoring, and completion of finance\-related strategic initiatives while ensuring consistency with OSDH strategy, mission, commitments, and goals.<\/span>\n

The BPA will manage assigned activities and deliverables within scope, maintain effective stakeholder relationships, identify and help remove barriers, and escalate risks or issues as needed to support successful initiative outcomes.<\/span>\n

  • Gather, analyze, and evaluate information related to agency business processes and standard operating procedures (SOPs).<\/span>\n
    <\/li>\n
  • Identify inefficiencies and recommend improvements to standardize, streamline, and improve operations.<\/span>\n
    <\/li>\n
  • Conduct gap analysis and root cause analysis and develop actionable recommendations to improve processes, systems, SOPs, workforce utilization, and management functions.<\/span>\n

    Strategic Initiative and Project Support<\/span>\n
    <\/p>\n

    • Support the planning, coordination, implementation, execution, monitoring, and completion of finance\-related strategic initiatives.<\/span>\n

    • Create, develop, and maintain project plans, milestones, action items, and other tools needed to achieve strategic initiative goals.<\/span>\n
      <\/li>\n
    • Coordinate with initiative leads, sponsors, and stakeholders to maintain alignment on scope, timelines, deliverables, and expected outcomes.<\/span>\n
      <\/li>\n
    • Identify blockers, risks, and issues; support resolution and escalate concerns when appropriate.<\/span>\n

      Feasibility, Risk, and Optimization Analysis<\/span>\n

      • Analyze and evaluate proposed business process changes before implementation.<\/span>\n
        <\/li>\n
      • Conduct feasibility assessments and risk analyses and develop optimization strategies to support informed decision\-making.<\/span>\n

      • Provide recommendations based on available data, process findings, stakeholder input, and operational requirements.<\/span>\n

        Performance Management and Reporting<\/span>\n

        • Develop and maintain performance management dashboards and reporting tools for strategic initiative leads, sponsors, and TMO leadership.<\/span>\n

        • Track and report key performance indicators (KPIs), milestones, risks, and initiative progress.<\/span>\n
          <\/li>\n
        • Support clear, accurate, and timely communication of performance information to leadership and stakeholders.<\/span>\n

          Change Management<\/span>\n
          <\/p>\n

          • Apply change management practices in accordance with agency and TMO guidance.<\/span>\n
            <\/li>\n
          • Support stakeholder engagement, communication, readiness, and adoption activities associated with process, system, or operational changes.<\/span>\n

            Compliance and Documentation<\/span>\n

            • Ensure assigned activities and deliverables adhere to applicable federal, state, and agency requirements and documented guidelines.<\/span>\n

            • Develop and maintain clear process documentation, reports, recommendations, SOPs, and other materials necessary to support implementation and sustainability.<\/span>\n

              Facilitation and Stakeholder Engagement<\/span>\n

              • Lead and facilitate meetings, workshops, workgroups, and other collaborative activities, particularly when an independent or neutral facilitator is beneficial.<\/span>\n

              • Engage professionally with stakeholders at multiple organizational levels and support cross\-functional collaboration.<\/span>\n
                <\/li>\n
              • Communicate findings, recommendations, risks, and decisions clearly to technical and non\-technical audiences.<\/span>\n

                Knowledge, Skills, and Abilities<\/span>\n
                <\/p>\n

                • Experience with business process improvement, process analysis, Agile, Lean Six Sigma, project management, or related methodologies.<\/span>\n
                  <\/li>\n
                • Strong analytical, problem\-solving, and decision\-making skills, including the ability to evaluate complex information and develop practical recommendations.<\/span>\n
                  <\/li>\n
                • Ability to develop and use performance measures, dashboards, reports, and other tools to monitor progress and communicate results.<\/span>\n
                  <\/li>\n
                • Strong proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, and Teams; experience with Power BI or similar reporting tools is beneficial.<\/span>\n
                  <\/li>\n
                • Excellent written and verbal communication skills with the ability to interact professionally with staff, leadership, and stakeholders at all levels.<\/span>\n

                • Strong organizational and time\-management skills with the ability to manage multiple priorities, assignments, and deadlines.<\/span>\n

                  Preferred Qualifications<\/span>\n

                  • Professional experience in business analysis, process improvement, project management, performance management, or a related field.<\/span>\n
                    <\/li>\n
                  • Experience supporting strategic initiatives, organizational transformation, or enterprise\-level improvement efforts.<\/span>\n
                    <\/li>\n
                  • Experience working in government, public health, finance, or another regulated environment is preferred.<\/span>\n
                    <\/li>\n
                  • Experience developing executive\-level reports, dashboards, process maps, SOPs, or implementation documentation.<\/span>\n
                    <\/li>\n
                  • Lean Six Sigma, project management, change management, business analysis, or related professional training or certification is preferred.<\/span>\n
