Position Overview: This position supports the Marine Corps Installations Command MCICOM G-5 as a Campaign Plan Writer. The MCICOM G-5 Directorate leads Strategic Capability Assessment and Strategy Development (SCA&SD) efforts to align MCICOM's strategic capabilities with Marine Corps operational requirements and priorities. The Installation / Campaign Plan Writer provides senior strategic writing expertise to develop and maintain the Installation Plan (IPLAN), Installation and Logistics Campaign Plan, and related strategic publications.

Anticipated Start Date: Upon Contract Award
Position Responsibilities:
  • Develop and refine the Installation Plan (IPLAN), Installation and Logistics Campaign Plan, and other strategic publications.
  • Provide strategic planning support to MCICOM by conceptualizing the regions, bases, and stations of the future in consideration of Installation Next (I-NeXt) and Force Design (FD) planning.
  • Develop organizational strategy, including mission, vision, and values, along with a comprehensive set of goals, objectives, and critical tasks.
  • Develop a strategy linking ongoing planning efforts together in time, purpose, and desired outcomes to gain effectiveness and efficiency in enabling Fleet Marine Force (FMF) readiness.
  • Identify and assess MCICOM's strategic capabilities to ascertain the degree to which they are aligned with Marine Corps operational requirements and priorities.
  • Make recommendations concerning MCICOM processes, programs, procedures, and systems to better align strategic capabilities with Marine Corps operational requirements.
  • Establish organizational goals addressing the concerns of external and internal stakeholders over a ten-year timeframe.
  • Develop and refine POM and Planning, Programming, Budgeting and Execution (PPBE) planning documents.
  • Provide fiscal and budgetary support in relation to funding execution and Future Year Defense Program (FYDP) resource requirement development for POM submission and Phasing Plans.
  • Provide conference planning and meeting support, including pre-event planning, on-site coordination, and post-event activities.
  • Develop and refine briefings, documents, and staff packages in support of strategic capabilities.

Requirements
Position Requirements:
  • Bachelor's degree required.
  • Over 10 years of experience in strategic writing, policy development, or related fields.
  • Active Secret security clearance required.

Preferred Skills/Experience:
  • Demonstrated experience developing strategic-level plans, campaign plans, or similar military/government publications.
  • Prior experience with PPBE, POM development, or FYDP programming.
  • Familiarity with Marine Corps or DoD installation planning, I-NeXt, or Force Design initiatives.
  • Prior military experience preferred.
  • Proficiency with Microsoft Office Suite.
