Responsibilities Noblis is seeking a SETA Cleared Program Business Management with IC experience and ACTIVE Top Secret with SCI and Polygraph in Bethesda, MD. Job Responsibilities: * Formulating and defining systems scope and objectives. * Conducting comprehensive analysis of business and user needs. * Providing expert consultation on complex projects. * Defining and documenting the specific benefits related to the strategic objectives of programs and projects. * Maintaining organizational focus on effective resource allocation. * Advising the Project Management Office (PMO). * Optimizing the timing and sequence of new deliverables into business operations. * Creating and maintaining systems documentation including requirements, specifications, and process flows. * Facilitating workshops and meetings to gather requirements, validating solutions, and presenting findings. * Collaborating with technical teams to ensure developed solutions meet business and user requirements. * Developing business cases that justify system enhancements and new capabilities. * Establishing metrics and key performance indicators to measure the success of implemented systems. * Providing guidance to project teams on requirements management best practices. * Staying current with industry trends and emerging technologies to inform strategic recommendations. Required Qualifications * US Citizenship is required. * Active Top Secret/SCI clearance with Polygraph. * Bachelor's degree with 4 years of experience OR Master's Degree with 2 years of experience Associate's degree with 6 years of experience OR High-School with 9 years of experience * Experience formulating and defining systems scope and objectives based on both user needs and a thorough understanding of the business systems and industry requirements. * Experience performing analysis of business and user needs, documentation of requirements, and translation into proper requirements specifications. * Experience providing consultation on complex projects and contributing to most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environments. * Experience planning and managing the realization of benefits through the integration of new capabilities within business practices * Defining the benefits that will realize the strategic objectives of the program. * Experience maintaining focus on organizing and managing how time and resources are invested. * Experience advising the PMO on whether the outputs and outcomes will lead to the realization of new business processes. * Experience with optimizing the timing of the release of new deliverables into business operations. Desired Qualifications * IC experience is highly desirable. * Education degree from an accredited institution in B-STEM field is highly desired. * Experience with having successfully demonstrated the ability to independently conduct the appropriate analysis to offer recommendations, solutions, and alternatives to resolve issues, concerns, problems, or methods. * Experience in establishing strong working relationships with program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract. * Ability to solve problems in a rapidly changing environment, and interface with customers directly. * Solid understanding of intelligence disciplines, methodologies, and the intelligence cycle. * Ability to work in a fast paced, dynamic, and team environment. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked.
