NOVACES is seeking a Senior Management Analyst / CG Yard Business Analyst for a U.S. Coast Guard Surface Forces Logistics Center Business Operations Division support opportunity in Baltimore, MD.

The Senior Management Analyst will provide expert business analysis and technical support to the Coast Guard Yard, with emphasis on workforce planning, workforce training, quality management systems, process documentation, financial operations documentation, and cross-functional business analysis. This role will support CG Yard and SFLC command initiatives, business analysis studies, and continuous process improvement efforts.

The successful candidate will lead and support Coast Guard Yard workforce planning efforts, assist with workforce training plans, and conduct or support parametric studies of production and support workforce sizing to help determine threshold and objective staffing levels for an expanded production workforce. The candidate should be comfortable building upon prior analyses, working with multiple stakeholder groups, and translating findings into practical recommendations.

Work may include developing and maintaining documentation related to the Yard's Quality Management System and Financial Operations; supporting ISO 9001:2015 re-certification efforts; developing required Desk Guides and Process Guides; reviewing and updating process documentation for consistency and quality; supporting Business Case Analyses; and coordinating with Yard Industrial, Financial Operations, Facilities Engineering, Quality Assurance, executive leadership, and other stakeholders.

This is a proposal-contingent position supporting anticipated work on site in Baltimore, MD. Work may be performed through a mix of onsite and remote support from a CONUS location, subject to Government direction and approval.

Education: Bachelor's degree in business administration, management, industrial engineering, systems engineering, operations, public administration, logistics, quality management, finance, workforce planning, or a related field. Advanced degree preferred.

Experience: 8+ years of experience in management analysis, business analysis, workforce planning, quality management systems, ISO 9001/QMS documentation, process improvement, financial operations support, business case analysis, or related operational/business support roles. Federal, DHS, DoD, Coast Guard, shipyard, depot maintenance, logistics, industrial operations, or readiness experience preferred.

Certifications: Lean Six Sigma, ISO 9001/QMS, PMP/CAPM, Agile/Scrum, business analysis, workforce planning, financial management, or related professional certifications helpful.
