Location: Remote (U.S.) Clearance: Ability to obtain a Public Trust
LTS is seeking a Business Analyst/Technical Writer to join our team and support the Department of Veterans Affairs (VA) Health Portfolio.
The VA Health Portfolio is focused on development and execution of quality IT projects that address the needs of Veterans and health care providers through management of health care information and sustainment of production software to keep the mission going.
The Health Services Program Management Office (PMO) support contract provides IT program management, project management, technical management, financial management, functional planning, and documentation analysis in support of the Enterprise Program Management Office (EPMO) Enterprise Program Management Division (EPMD) Health Portfolio.
What You'll Do:
  • Able to function as subject matter expert in order to collect complete and accurate business requirements from business SMEs by means of interviews, workflow analysis, and facilitated discussions.
  • Understand the client's business issues and challenges.
  • Translate users' business needs into detailed epics, user stories, and requirements.
  • Analyze, review, and document the requirements of a project throughout the lifecycle.
  • Complete functional analysis of requirements as needed.
  • Conduct research, analyze information needs, and perform analysis to support the delivery of relevant artifacts including business process diagrams, reports, and presentations.
  • Create and present functional and technical requirements to business and IT teams and write user stories and acceptance criteria.
  • Discover functional dependencies and help make recommendations on system/business solutions to mitigate risk.
  • Work as a team player and leader in order to effectively coordinate across functional teams.
  • Ability to create a framework by which development and testing can be validated.
  • Create clear and accessible technical documentation (plain language) by using straightforward language, ensuring that complex information is easily understood. This involves close collaboration with the development team to accurately capture technical details and maintain alignment throughout the documentation process.
  • Create high-level presentations using MS Tools.

What We're Looking For:
  • Bachelor's degree in engineering, or a related scientific or technical discipline is required plus 5 years' experience. 5 additional years of experience may be substituted for degree.
  • Familiarity with Agile/SAFe methodology.
  • Strong organization, time management, and prioritization skills with proven ability to balance competing tasks and meet deadlines.
  • Create Technical Documents such as Software Design Document (SDD), Version Description Document (VDD), POMs, etc.
  • Powerful problem-solving, applied reasoning, and analytical skills; experience translating analysis into clear recommendations and concrete action steps for diverse audiences.
  • Strong verbal and written communication skills, including reports and presentations.
  • Ability to work independently in a dynamic, collaborative, and results-driven environment with minimal guidance and supervision.
  • Means to build and manage client and professional relationships at all levels.
  • Legal authorization to work in the US and able to pass a background investigation
  • This position may require occasional travel.
  • Clearance Required: Suitability/Public Trust clearance.
  • Prior experience supporting the Department of Veterans Affairs (VA) is highly preferred.

Pay Range
$80,000-$85,000 USD
LTS shares salary ranges to promote transparency. Compensation ranges are provided for informational purposes, and final compensation may vary based on experience, skills, location, and role requirements.
