Hours: 7:00 a.m. - 3:30 p.m.
Summer Hours: 6:00 a.m. - 2:30 p.m.
The Maintenance and Operations Administrator is responsible for assisting the Assistant Director of Environmental & Street Services in planning and directing maintenance and administrative activities. This position will be responsible for developing, implementing, and maintaining comprehensive and continuing education/training programs, including developing standards/guidelines for new and seasoned employees. Such programs will ensure proper training on and use of all equipment; ensure safety education and practices; reduce infractions; provide supervisory training, guidance as well as any other areas that need to be addressed.
The work will include monitoring and assessing work to determine deficiencies within the Maintenance division which may need to be addressed and appropriate action taken. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, assist in the procurement processes, reviewing and implementing operational policies and procedures, assist in managing budgets and expenditures, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. As assigned, work may include developing and implementing work plans; managing and tracking metrics; completing major initiatives; coordinating projects; coordinating resources and staff; and ensuring safety policies and procedures are implemented.
Duties/Responsibilities
- Assist in planning, supervising and directing the maintenance, repair and occasional new construction of streets, curbs, sidewalks, parking areas, parks and recreation areas.
- Assist in planning, supervising and directing the construction, maintenance, alteration and repair of the storm-water collection system.
- Assist in managing facility maintenance for the campus including capital improvement plan (CIP) renovations.
- Manage winter weather facilities and materials, including replenishment, disbursement system and specialized equipment.
- Assist with onboarding process for the division including recruitment, application review, interviews and applicant selection.
- Assist in planning, supervising and directing snow removal and ice control activities on streets, sidewalks, parking areas.
- Assist in managing the storm water quality program for Environmental & Street Services campus to ensure compliance with all federal and state laws and City policies.
- Plan and supervise the use of motor equipment used for department activities. Manages divisional fleet operations including compliance with maintenance schedules, replacement schedule, acquisition of additional vehicles and equipment, identifying and coordinating training on vehicles/equipment for staff and annual fleet inventory.
- Assist in planning, supervising and directing street sweeping, bus stop cleaning and community area cleaning.
- Manage: key management system, automatic vehicle location software (AVL), security systems and facility access for division.
- Provide division safety by reviewing accident and incident reports; evaluating results from the safety review board; and training staff to minimize accidents.
- Perform other duties as assigned.

Minimum Qualifications & Experience
- Bachelor's Degree in field related to assignment or equivalent experience.
- Five years of related maintenance management experience managing stormwater, asphalt, concrete and street cleaning infrastructure maintenance and repairs.
- Valid North Carolina CDL-C Driver's License with a satisfactory driving record or ability to obtain within six months of employment.
- Must complete job related and/or safety training based on assignment, such as (but not limited to) lock out/tag out, confined space entry, ladder safety, respirator and emergency evacuation training.

- Experience reviewing pavement condition surveys to determine the repair scope of work.
