Job description

Deputy Building Official

JOB TITLE:                 Deputy Building Official

CLASSIFICATION:    Exempt

DEPARTMENT:        Compliance

SUPERVISOR:          Chief Building Official

SALARY:                    $78,890 to $118,334 Annually

GENERAL JOB DESCRIPTION                                                                                                  

To assist in directing, managing, and supervising the activities and operations of the Compliance Division; to coordinate assigned activities with other City departments and outside agencies; and to provide highly responsible and complex administrative support to the Chief Building Official.

PRIMARY DUTIES AND RESPONSIBILITIES                                                                              

  • Assist the Chief Building Official to carry out policies and procedures for plan reviews, permits, code compliance, and licensing to promote customer service.
  • Assist in the development and implementation of goals, activities, objectives, policies, and priorities for the department.
  • Assist in supervising field operations of the department; delegate assignments to plan reviewer and compliance inspectors; conduct staff meetings; coordinate and analyze compliance inspector work schedules to ensure proper allocation.
  • Assist in meeting and coordinating with designers, contractors, and other City departments for preliminary cursory reviews of projects that will be submitted to the department for permits. 
  • Assist the Chief Building Official with proper application of the Codes, City Rules and Regulations, and other requirements.
  • Assist the Chief Building Official with other City departments, elected officials, outside agencies, contractors, architects, engineers and public as needed.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Responsible to explain, justify and defend programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of building permit and inspection activities.
  • Perform the analysis and evaluation of building construction plans to ensure compliance with applicable codes and regulations; recommend corrective actions to be taken; develop plan review correction notices pertaining to the examination of construction plans.
  • Issue notices to comply on violations; maintain records of history of facts for possible legal actions.

  • Plan, organize, direct, and coordinate the work of personnel.
  • Select, supervise, train, and evaluate staff.
  • Delegate authority and responsibility.
  • Assist in managing the operations, services, and activities of the Compliance Division.
  • Read, interpret, and analyze electrical, structural, plumbing, and mechanical building plans.
  • Identify and respond to community and City Council issues, concerns, and needs.
  • Develop and administer, departmental goals, objectives, and procedures.
  • Prepare clear and concise reports.
  • Interpret and apply Federal, State, and local policies, laws, and regulations.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted during work.

QUALIFICATIONS FOR THE JOB                                                                               

Required:

Four (4) years of increasingly responsible experience in engineering, public administration, construction, building code enforcement, or architecture including one (1) year of administrative and lead supervisory responsibility.

Certified by the International Code Council as a (B3) Building Plans Examiner or equivalent; or the ability to obtain ICC Building Plan Examiner certification with six (6) months of hire.

Preferred:

Associate degree with course work in architecture, civil engineering, construction management, public administration, or a related field.

PHYSICAL REQUIREMENTS                                                                                         

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.

Working Environment:

Office / field environment, travel from site to site, and exposure to noise and construction equipment.
