General Function The salary indicated above includes longevity (1% earned after five years and increases to a maximum of 4% after 20 years). Additionally, a 3.8% cost of living increase has been approved for 2027. Reporting to the Building Official and under general direction, responds to inquiries from developers, contractors, and the public regarding building code compliance

Reviews complex residential and commercial building plans and specifications for compliance with applicable building codes and ordinances; conducts on-site inspections for code compliance; assists with and advises staff on the application and interpretation of adopted codes; and performs a variety of plans examination duties. DISTINGUISHING FEATURES The Building Inspector / Plans Examiner II classification is distinguished from the Building Inspector / Plans Examiner I by its greater amount of required experience and International Code Council (ICC) certification requirements, responsibility for more complex plan reviews and inspections, and advisory responsibility to the Building Official for code interpretations of state, local and international building codes and ordinances. Representative Essential Duties and Responsibilities The duties listed below are representative of the types of work that may be performed.

Receives and processes permit applications and plans for review; reviews complex residential and commercial building plans and specifications for compliance with applicable state, local, and international building codes and ordinances, including barrier-free facility and energy code requirements; approves plans and issues permits as appropriate. Provides building code information to the public, contractors, developers, engineers, and architects; interprets construction codes and ordinances; assists staff with the review of building plans and specifications; and advises the Building Official regarding interpretations of state, local, and international 42.46codes

Conducts on-site inspections of complex residential and commercial buildings and verifies that field conditions comply with submitted permits and approved plans. Attends and participates in professional group meetings and remains current on trends and developments in plans examination and building code compliance. Participates in the review, modification, and adoption of new building codes and ordinances.

Maintains a professional, courteous, and cooperative manner and demonstrates patience and flexibility under difficult or stressful conditions. Other Duties Must maintain regular and reliable attendance. Performs related duties as assigned or required.

KNOWLEDGE, SKILLS, AND ABILITIES (Entry Requirements) Knowledge of: Principles, practices, methods, and techniques used to review complex building plans and specifications. Applicable state, local, and international building codes and requirements. Modern building construction methods and procedures.

Principles of structural engineering. Methods and techniques used to conduct on-site building inspections. Modern office practices, procedures, equipment, computer applications, recordkeeping practices, and permit systems.

Skill and ability to: Analyze, interpret, and accurately review complex building plans, calculations, and specifications. Interpret, apply, and enforce applicable building codes, ordinances, and regulations. Maintain complete and accurate records of plan, calculation, and specification reviews.

Conduct on-site building inspections. Respond professionally to requests and inquiries from the public and building-industry professionals and provide effective customer service. Establish and maintain effective collaborative working relationships with those contacted in the course of work.

Communicate clearly and professionally, both orally and in writing, and prepare clear and concise professional correspondence. Work independently. Use Microsoft Office applications and related computer systems.

Perform advanced mathematical calculations. Qualifying Education and Experience (Minimum Requirements) Associate degree in construction management, architecture, engineering, or a related field; OR a high school diploma or GED and five (5) years of progressively responsible experience in building or fire code permitting, plan review, or inspection. An equivalent combination of relevant education and experience that provides the required knowledge, skills, and abilities may be considered, except where a license or certification is required by law or regulation.

Required Licenses and Certifications A valid Washington State driver's license is required and/or must be obtained before appointment or by another date established by the City. Must possess International Code Council (ICC) certifications as an International Residential Code (IRC) Building Inspector, Plans Examiner, and International Building Code (IBC) Building Inspector, or other certifications accepted by the City as demonstrating competency as a building inspector or plans examiner. Required certifications must be maintained throughout employment.

Failure to maintain them may result in termination. PHYSICAL REQUIREMENTS Work requires climbing ladders, stairs, scaffolding, ramps, poles, and similar structures; balancing on narrow, slippery, or uneven surfaces; stooping, kneeling, crouching, and crawling; reaching; standing and walking for sustained periods and between work sites; pushing, pulling, and lifting; and using the hands and fingers to manipulate, grasp, and feel objects or materials. The employee must be able to communicate verbally, hear and distinguish sounds at normal speaking levels with or without correction, and receive detailed information through oral communication.

This position performs medium work, exerting up to 50 pounds of force occasionally, up to 30 pounds frequently, and up to 10 pounds constantly to move objects. Visual acuity is required to operate motor vehicles, assess the accuracy and thoroughness of assigned work, and observe facilities and structures during inspections. WORKING CONDITIONS Work is performed in both indoor and outdoor environmental conditions and may require working in narrow aisles or passageways.
