Work Location: 414 E.12th St. 
Salary Range: $8,303-$12,454 per month 
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m. *Telework available 1 day per week after 6-month probationary period

About the Finance Department

The Finance Department provides strategic fiscal leadership to ensure the Citys long-term financial stability while serving the needs of its residents. The department oversees key financial functions including budgeting, financial reporting, cash management, capital planning, investor relations, tax administration, and business licensing. Through these responsibilities, the Finance Department supports sound financial planning, transparency, and effective resource management across the City.

Responsibilities
 

The Budget Manager's role is essential in guiding the Budget Office in preparation for the City's annual budget. 


What You'll Do:
    Preparation and administration of the Citys $2.5 billion operating and capital budget 
    Monitor and report on the current budget including required quarterly reporting and overseeing budget transfers
    Oversee the development and tracking of goals, objectives and strategies for the Citywide Business Plan
    Manage the preparation of the five-year financial plan
    Review the financial implications of City policies and programs and provide advice to management and elected officials
    Prepare the five-year Capital Improvements Plan including the coordination of the activities of the Public Improvements Advisory Committee (PIAC)
    Provide staff support to the Capital Improvements Program Technical Committee
    Coordinate public engagement activities designed to seek resident input
    Ensure all ordinances are in compliance with financial policies
    Supervise maintenance of the Citys budget and performance management system, OpenGov
    Oversee the implementation of the Citys Priority-Based Budgeting initiative, which will allow the City to allocate funding based on the needs of the community
    Forecast City revenues in collaboration with the Commissioner of Revenue and using economic and trend analysis

Qualifications
 

REQUIRES:

  • An accredited Bachelors degree in accounting, finance, business administration, or a related subject area and 5 (OR an accredited Masters degree in accounting, finance, business administration, or a related subject area and 3) years of professional experience of a progressively responsible nature in corporate or municipal finance including but not limited to accounting, banking, billing and collections, debt and investment portfolio management, financial reporting, development review, and projecting and monitoring tax and fee activities, including 2 years experience managing financial projects and/or programs. 
  • GFOA Certified Public Finance Officer (CPFO) or ICMA Credentialed Manager (CM) desired but not required.

For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.

Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical. 

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
