Organization Overview:

Modal Power is a Solar IPP which owns a ~2.3GW portfolio of fifteen operating projects, four under-construction projects, and three pre-NTP assets.

About the Role

Reporting to the Chief Operating Officer, the HSSE Manager is responsible for leading the development and continuous improvement of the HSS&E management program.


The role will provide subject matter expertise and hands-on support across development, construction and operating assets, ensuring compliance with federal, state, local regulations and the Brookfield Renewable HSSE program.


The role will involve regular travelling to development, construction & operational sites across the United States, monthly.


Key Responsibilities

The key responsibilities include, but are not limited to, the following:


Compliance & Governance

  • Develop, implement and maintain a portfolio wide HSSE management system, including policies, procedures & training programs in compliance with federal, state, local legislation, regulations, industry best practice and Brookfield standards
  • Ensure ongoing compliance with Brookfield HSS&E standards across all asset lifecycle stages.
  • Maintain accurate HSSE documentation, records, and reporting systems
  • Lead emergency preparedness, response and crisis management. incl. business continuity programs


Leadership, Training & Culture

  • Develop and deliver HSSE training programs for employees & contractors in line with regulatory & Brookfield requirements.
  • Provide HSSE leadership, coaching and training to managers, supervisors, site teams and contractors.
  • Act as the HSSE subject matter expert across the portfolio, ensuring consistent implementation of the HSS&E management program
  • Champion & promote a strong HSSE culture of accountability across all levels of the organization


Contractor & Project HSSE Management

  • Develop and implement a Contractor HSSE Management Program ensuring all EPC, O&M providers, and contractors meet company and regulatory standards,
  • Implement and maintain a HSSE bridging program to clearly define roles, responsibilities, and applicable standards between the company and its contractors.
  • Review and assess contractor HSSE programs and procedures
  • Monitor contractor performance and provide guidance on practices related to HSS&E standards, and job safety planning.


Reporting, investigations & Audits

  • Ensure HSSE due diligence and Asset Condition Assessments (facility risk assessments) are completed for newly acquired assets, confirming alignment with Brookfield Renewable HSSE standards;
  • Lead HSSE incident & near-miss investigations, ensuring a Corrective and Preventive Action Plan (CAPA) are implemented and out in a timely manner
  • Lead HSSE audits and assessments, including but not limited to internal audits, contractor audits, regulatory inspections and external or lender driven reviews
  • Lead the collection, analysis, and reporting of HSS&E & ESG KPI’s, including leading/lagging metrics for internal weekly, monthly, quarterly and annual reporting
  • Using the data & trends to drive continuous improvement & strategy across the portfolio


Knowledge and Experience Required

  • 5 - 8 years of Health, Safety, Security & Environment (HSS&E) experience, ideally within a fast-paced, dynamic, and asset-intensive renewable energy environment
  • Experience developing & implementing HSSE Management Systems aligned with corporate standards and industry best practice
  • Demonstrated experience working across the full asset lifecycle: development, construction, commissioning, and operations of renewable assets, ideally Solar PV
  • Professional HSSE qualifications preferred e.g. NEBOSH, CSP, ASP, IOSH, or equivalent
  • Demonstrated understanding of HSSE management systems, hands on experience leading incident investigations, audits, and managing Corrective and Preventive Action Plans (CAPAs).
  • Strong working knowledge of applicable US regulations and standards (e.g., OSHA, EPA, NERC, NFPA, or other relevant national frameworks), with the ability to interpret and apply them in operational settings;
  • Proven capability in leading HSS&E programs across the full asst lifecycle, including development, construction, operations of renewable assets;
  • Experience leading HSSE audits and inspections, including internal audits, contractor audits, and regulatory reviews
  • Strong understanding of high‑risk renewable construction and operational activities (electrical safety, working at height, lifting operations, excavation, lock‑out/tag‑out).
  • Demonstrated ability to work independently as a subject matter expert, supporting teams and driving HSS&E initiatives with minimal oversight;
  • Strong interpersonal and communication skills, with the ability to coach, influence, and support stakeholders across various levels of the organization;
  • Experience in HSS&E reporting, metrics tracking, and continuous improvement initiatives;
  • Proficiency in Microsoft Office tools, with strong written communication skills and the ability to prepare clear, concise reports and assessments for management.
  • Willingness and ability to travel regularly to sites across the United States.


Salary: $120,000 to $150,000, bonus eligible.
