Job description

Job Summary:
Blue Cross Blue Shield of Arizona is a health insurance provider dedicated to inspiring health and making it easy for individuals and businesses. The Broker Data Delivery Analyst serves as the primary technical and analytical resource, responsible for understanding and managing data flows related to member, policy, premium, and agent assignments to support various organizational functions including commission processing and reporting.
Responsibilities:
• Maintains expert working knowledge of how member, policy, premium, and agent assignment data originates in source systems and flows through staging, transformation, and delivery into SAP APM (Callidus) for broker commission processing
• Understands how systems route broker-relevant data from upstream sources to Callidus, including the rules governing delta file generation, record comparison logic, and data validation
• Works closely with the Callidus product owner to understand how Callidus data is consumed organizationally beyond commissions, including how daily Callidus extracts feed the broker portal, Salesforce, Gaine/Coperor, and other systems and serves as the data SME for downstream data requirements and data quality issues
• Writes and maintains intermediate to advanced SQL queries various data sources, relevant stages, and related databases to support commission file generation, reconciliation, reporting, and audit activities
• Applies AI-assisted query and data analysis tools to accelerate investigation of large datasets, identify patterns in commission anomalies, and surface data quality issues that would be difficult to detect through manual review alone
• Serves as the Broker Commissions data SME for the broker portal, providing data clarification, analysis, and requirements support to Digital Product, IT, and portal project teams regarding how Callidus data drives portal content, including commission statements, book of business, and agent/firm relationships
• Investigates and resolves broker portal data discrepancies including commission display errors, book of business inaccuracies, agent/firm association issues, and any additional data problems; coordinates with Digital Product and IT to implement fixes
• Participates in broker portal modernization initiatives
• Leads or participates in requirements-gathering sessions with business stakeholders, IT partners, Data Governance, Digital Product, and vendor teams to define scope, document business rules, and translate operational needs into technical specifications
• Writes clear and structured business requirements, functional specifications, user stories, and source-to-target mapping documents for commission-related data files, system changes, portal data requirements, and project deliverables
• Develops and maintains documentation including processing narratives, desk-level procedures, data dictionaries, business rule libraries, and audit reference materials
• Reviews and provides feedback on technical requirements, release notes, and data mapping documents
• Writes and maintains SQL scripts, Alteryx workflows, and other code used to generate and validate commission input files including individual data delta files, agent assignment files, premium and count files, and retro/lookback files
• Applies and maintains business rules for market segment classification, product categorization, and data transformation during ETL and file generation processes
• Creates and maintains import data files and supports data loading activities within SAP APM (Callidus), including ad hoc and scheduled file generation and audit storage
• Identifies, designs, and implements automation solutions — including RPA workflows, Alteryx scheduled workflows, and scripted processes — to reduce manual intervention, improve processing speed, and increase reliability in commission data delivery pipelines
• Develops self-service reporting and automation capabilities that allow business users to access commission data, run standard reconciliations, and monitor data delivery status without requiring manual intervention from the analyst
• Tests and validates system changes, configuration updates, data loads, and file format changes prior to deployment or UAT handoff
• Supports internal and external audit activities by providing data extracts, documentation, and analysis as needed
• Contributes to and supports enterprise and departmental project work related to broker commissions data
• Tracks project status, identifies risks, and communicates updates
• Participates in program governance activities including change control, sprint planning, and requirements refinement sessions
• The position requires a full-time work schedule. Full-time is defined as working at least 40 hours per week, plus any additional hours as requested or as needed to meet business requirements.

Qualifications:
Required:
• 3 years of experience in information systems analysis, data analysis, or a technical business analyst role in a complex business environment
• 2 years of experience writing business or systems requirements documentation, including user stories, functional specifications, or source-to-target mapping
• 2 years of experience conducting data audits, root cause analyses, or data reconciliations in a production environment
• 2 years of experience working with ETL processes, delta file generation, or staged data delivery workflows
• 1 year of experience applying automation tools, scripting, or AI-assisted technologies to improve data processing, reporting, or analytical workflows
• High-School Diploma or GED in general field of study (All Levels)
• Intermediate proficiency in Microsoft SQL Server (T-SQL) for data extraction, transformation, reconciliation, and reporting
• Working knowledge of ETL processes, delta file generation logic, and staged data delivery workflows
• Intermediate proficiency in Microsoft Excel including pivot tables, data manipulation, and reporting
• Demonstrated ability to write clear, structured business requirements and technical specifications
• Demonstrated ability to use or learn AI-assisted tools to improve productivity, data analysis quality, and documentation accuracy
• Strong understanding of file handling and data translation
• Excellent verbal and written communication skills and the ability to interact professionally and maintain positive working relationships with a diverse group
• Strong analytical and investigative skills with the ability to independently identify root causes of data and system issues
• Ability to translate complex data and technical concepts into clear business language for non-technical audiences
• Strong written and verbal communication skills; ability to interact professionally with business stakeholders, IT teams, Digital Product, and vendor partners
• Ability to prioritize tasks and manage multiple workstreams under limited time constraints and across multiple concurrent projects
• Ability to maintain confidentiality and privacy of sensitive commission, member, and premium data in compliance with HIPAA and corporate data governance requirements
• Interpret and apply business policies, commission schedules, and regulatory requirements to data and system work
• Establish and maintain effective working relationships across departments, IT, and vendor partners

• Ability to apply sound management decision making skills to perform effectively in the absence of management
Preferred:
• 3 years of experience in healthcare or insurance field with an emphasis on business processes and system analytics. AZBlue experience highly preferred.
• 2 years of experience working with Health Rules Payor (HRP) or a comparable policy administration system for individual and group membership data
• 3 years of experience contributing to enterprise or departmental data or system projects, including requirements definition, UAT, and delivery coordination
• 3 years of experience with Alteryx for data transformation, ETL logic, or file generation workflows
• 2 years of experience using AI-assisted tools (such as Microsoft Copilot, Python-based ML libraries, or natural language query tools) to accelerate data analysis, anomaly detection, or requirements documentation
• 1 year of experience in project management or experience participating in corporate projects
• Bachelor's Degree in Business, Computer Information Systems, Management Information Systems, Data Science, Finance, or a related field of study
• Business Analyst Certification (All levels)
• Advanced proficiency in SQL, Alteryx, or Power BI for large-scale data analysis, file generation, and reporting
• Working knowledge of SAP APM (Callidus ICM) data structures and entities
