Job description

POSITION DESCRIPTION Under the general direction of the Assistant Parks, Recreation and Aquatics Director, develop, coordinate, and implement recreation programs, marketing initiatives, facility scheduling, and public communications. This position is responsible for department marketing and communications, Dacca Park athletic field scheduling, permits and billing, concession operations, and assisting with the planning and implementation of community events and special projects. The position will also assist with program oversight, communications, advertising, design, and public relations activities for the city.

Incumbent must be able to work flexible schedules, including some evenings and weekends. This position reports directly to the Recreation Manager. ESSENTIAL DUTIES Assist with the coordination and implementation of community events, programs, and facility rentals to meet the needs, interests, and abilities of the Fife community.

Develop and implement department marketing and communication strategies, including social media, website content, publications, advertising, media relations, graphic design, and promotional campaigns for programs, events, facilities, and community initiatives. Collect and analyze participation, marketing, and engagement data to evaluate program effectiveness and guide future marketing and programming decisions. Oversee contracts, permits and agreements for all rentals and facility use.

Schedule athletic field usage at Dacca Park, coordinating reservations and ensuring equitable use of facilities. Administer Dacca Park athletic field permits, facility agreements, invoicing, and billing. Manage Dacca Park concession operations, including purchasing inventory and supplies, maintaining stock levels, coordinating concession activities, and ensuring compliance with applicable health and safety standards.

Function as lead worker over Recreation Assistant staff and volunteers; assist with scheduling and training staff as needed. Assist in conducting informational meetings with staff to communicate policies, procedures, rules and regulations. Assist in the scheduling and coordination of facility use and billing for the Community Center and Dacca Barn.

Monitor program operations, participant satisfaction, and program effectiveness, recommending improvements as needed. Oversee and market the Community Garden program. Purchase or obtain supplies and equipment for facilities and programs.

Assist with procurement of outside funding opportunities through grant applications, solicitation of sponsorships and other fundraising activities for event enhancement. Develop effective working relationships with community groups, businesses, local/county/state agencies, and the school district. Monitor program budgets.

Monitor and coordinate expenditures in accordance with established procedures. Meet revenue expectations. Prepare program documents and maintain records and reports related to program implementation, operation, attendance, expenditures, etc.

Effectively respond to public inquiries for programs, events and rentals. Register participants and customers, utilizing recreation software, for events and programs. Other Duties: Perform related duties as assigned.

EDUCATION, EXPERIENCE & OTHER REQUIREMENTS KNOWLEDGE AND ABILITIES Knowledge of: Athletic field scheduling, concession management, inventory control, purchasing, permit administration, and recreation management software. Knowledge of recreation program administration, facility rental procedures, permit processes, and customer service practices. Diverse academic, socioeconomic, cultural, physical ability and ethnic backgrounds of the community's citizens.

Writing and communication skills, including business English. Current social media practices. Graphic design, advertising design and public relations.

Office practices, procedures, use of standard office machines, and related computer software programs as assigned. Computer/word processor data input procedures, photo, and video equipment. Legal and defensive driving practices.

Ability to: Manage multiple facility schedules, administer permits and billing, maintain concession inventory, prepare invoices, and coordinate tournament and athletic field operations. Address the needs of targeted audiences, research, create written content, produce graphic layouts, and coordinate the production of public and employee communications products. Monitor budgets, contracts, records retention.

Act in a tactful and diplomatic manner and collaborate on sensitive issues with diverse groups. Establish and maintain effective working relationships with other employees, the media and the public. Maintain confidentiality.

Effectively represent the city in presentations to City Council, Commissions and other large groups. Research, collect, compile and objectively analyze data. Assist in planning, coordinating, and implementing events and activities for participation by the City's populations and surrounding service area.

Evaluate the effectiveness of programs and modify as needed. Assess and evaluate changing business and economic climate effectively. Take initiative in performance of assigned duties with minimal supervision.

Manage time efficiently and effectively through scheduling and prioritizing assigned work program. Work within and contribute to the effectiveness of a team, respecting differences. Maintain acceptable attendance.

Develop and build rapport with the public. Plan, schedule and monitor marketing programs effectively. Coordinate activities and cooperate with local school district and community organizations.

Monitor program expenditures and revenues. Perform CPR and provide basic first aid. Communicate effectively in English both orally and in writing.

Maintain records and generate reports. Train and provide work direction to others. Maintain current knowledge of related rules, regulations, requirements and restrictions.

Strong ability to work both as a part of team and independently. Strong ability to multi-task and prioritize. EDUCATION AND EXPERIENCE Required Qualifications: Associate's Degree in Recreation, Business, Communications, Public Relations, Marketing, Journalism or closely related field.

Minimum three to five years of experience in recreation programming, marketing, facility operations, communications, or a related field, or an equivalent combination of education and work experience. Valid Driver's License. Possession and maintenance of current certifications in CPR, First Aid and AED or the ability to obtain within 6 months of employment.

Preferred Qualifications: Experience with athletic facility scheduling, concession management, inventory purchasing, and recreation management software. Experience working in a marketing-related position. Experience using Microsoft Office Suite, Adobe Photoshop, InDesign, Acrobat Pro, Canva.

Possession and maintenance of current Food Handler's Permit. WORKING CONDITIONS Environment: Primarily indoors in climate-controlled office environment. Occasional public meetings, events, outdoor environments.

Constant interruptions. Physical Demands: Dexterity of hands and fingers to operate a computer keyboard. Seeing to read a variety of materials.

Hearing and speaking to exchange information in person and on the telephone. Sitting for extended periods of time. Bending at the waist, kneeling or crouching to file materials.

Traveling may be required. Constant use of sight, hearing, and speech abilities are necessary to perform essential functions and to communicate with others. Constant fine finger manipulation and use of hands and arms in reaching/handling/fingering/grasping while operating office equipment and computers, preparing written documentation, handling paperwork, etc.

Frequent sitting, may be extended at times, while doing desk activities. Frequent bending/twisting at waist/knees/neck while working at desk, worktable, or moving from sitting to standing position. Frequent standing in combination with walking (short distances) throughout work shift in office areas.

Occasional lifting/carrying up to 25-pound documents, materials, file boxes, etc. Occasional pushing/pulling force up to 10 pounds opening doors, drawers, and moving materials. Occasionally required to navigate uneven terrain on field site visits.
