Job description

Millennium Enterprise Corporation (MEC) is seeking an experienced Project Manager to support the Federal Aviation Administration (FAA), Office of Acquisition and Business Services (AAQ) in Washington, D.C. This role provides leadership and oversight for contractor support services related to federal acquisition, financial management, and task order execution.

The Project Manager will be responsible for overall Task Order performance, including program planning, financial tracking, labor oversight, and compliance with FAA policies and contract requirements. The role serves as the primary liaison between MEC leadership and FAA stakeholders, ensuring deliverables, reporting, and invoicing are completed accurately and on schedule.

In addition, the Project Manager will support team leadership and performance management, including conducting performance reviews, mentoring staff, and ensuring high-quality program delivery in a fast-paced federal environment.

Requirements

  • Bachelorโ€™s degree in Business, Finance, Acquisition Management, Project Management, Public Administration, or a related field.
  • Minimum 9+ years of experience supporting federal government contracts, including managing Task Orders, contract deliverables, and program performance.
  • Demonstrated experience supporting federal acquisition and contract administration, including preparation of acquisition documentation, contract modifications, and procurement support activities.
  • Proven experience managing Task Order execution, including developing project schedules, tracking milestones, coordinating resources, and ensuring deliverables are completed on time.
  • Experience preparing Monthly Status Reports (MSRs) or similar program reports that track work completed, work in progress, upcoming tasks, and program risks.
  • Experience conducting contract financial oversight, including CLIN-level funding tracking, contract burn rate monitoring, and financial reconciliation.
  • Demonstrated ability to analyze contract funding, including projecting burn rates, identifying funding depletion timelines, and tracking funds remaining by CLIN.
  • Experience reviewing and validating contractor labor hours and timesheets, ensuring labor reporting aligns with approved labor categories, contract ceilings, and funding allocations.
  • Experience preparing and reviewing federal government invoices, ensuring alignment between labor hours, CLIN funding, and contract billing requirements.
  • Experience developing and maintaining Quality Control Plans (QCP) or similar contract quality assurance documentation.
  • Experience supporting contract transition activities, including Transition-In and Transition-Out planning.
  • Experience supporting contract financial documentation, including spend plans, funding trackers, Purchase Requests (PRs), and Procurement Actions (PAs).
  • Experience supporting the development of Lifecycle Cost Estimates (LCCE) and Independent Government Cost Estimates (IGCE).
  • Familiarity with federal acquisition and financial management systems such as PRISM, DELPHI, or similar government contract management tools.
  • Strong experience coordinating with government program managers, contracting officers, and technical teams, including participating in meetings and documenting action items.
  • Strong written and verbal communication skills with the ability to produce clear program documentation, reports, and acquisition support materials.
  • Ability to obtain and maintain a Federal Public Trust clearance.
