Job description

As a Federal Program Lead Senior Manager Energy here at Honeywell, you will play a crucial role in leading and overseeing the successful execution of customer programs.

You will report directly to our General Manager Regional LOB and you'll work remote.

The Federal Program Lead is responsible for driving the growth, execution, and strategic management of federal energy programs and initiatives across U.S. government customers. This leadership role serves as the primary interface between federal agencies, internal business stakeholders, and delivery teams to develop and execute energy infrastructure, resiliency, decarbonization, and distributed energy resource (DER) programs.

The successful candidate will lead complex multi-year federal initiatives from opportunity identification through contract execution and program delivery while ensuring alignment with customer mission objectives, federal acquisition requirements, and business growth targets. This role requires a blend of federal market expertise, program leadership, commercial acumen, and technical understanding of energy and infrastructure solutions.

Key Responsibilities

Federal Market Strategy & Business Growth

  • Develop and execute federal market growth strategies across key agencies including DoD, DOE, GSA, DHS, VA, and other civilian agencies.
  • Identify, qualify, and prioritize energy infrastructure, resilience, sustainability, and modernization opportunities.
  • Establish and maintain executive-level customer relationships with agency leadership, contracting officers, energy managers, and program stakeholders.
  • Partner with business development and capture teams to support pursuit strategies, proposals, negotiations, and contract awards.
  • Monitor federal budgets, legislation, agency priorities, and funding mechanisms that influence energy program opportunities.

Program Leadership & Execution

  • Lead a portfolio of federal energy programs and projects from development through successful completion.
  • Provide strategic oversight of program scope, schedule, budget, risk, quality, and customer satisfaction.
  • Ensure effective coordination among engineering, construction, operations, finance, legal, procurement, cybersecurity, and compliance teams.
  • Establish governance structures, performance metrics, and reporting processes to ensure successful program outcomes.
  • Drive issue resolution and decision-making for complex technical, commercial, and contractual matters.

Customer & Stakeholder Management

  • Serve as the primary executive liaison for assigned federal customers.
  • Conduct regular program reviews with agency stakeholders and internal leadership.
  • Build trusted relationships that enable long-term growth and repeat business.
  • Lead customer presentations, executive briefings, and strategic planning sessions.
  • Ensure program delivery aligns with customer mission requirements and operational objectives.

Financial & Commercial Management

  • Manage program financial performance, including revenue, margin, forecasting, and cash flow.
  • Support contract negotiations, change management, and commercial risk mitigation activities.
  • Review business cases, project economics, and investment recommendations.
  • Ensure compliance with financial controls, corporate policies, and contractual requirements.

Leadership & Team Development

  • Lead and mentor cross-functional program teams operating across multiple locations and disciplines.
  • Foster a culture of accountability, collaboration, customer focus, and continuous improvement.
  • Coach project managers and program professionals to strengthen execution capabilities.
  • Support talent development, succession planning, and organizational growth initiatives.

The annual base salary range for this position in California, New Jersey, New York, Massachusetts, and Washington State (excluding most major metropolitan areas); and anywhere in Colorado, Connecticut, Hawaii, Illinois, Minnesota, and Vermont is $196,000 - $245,000.

Honeywell considers various factors when extending an offer, including but not limited to the scope and responsibilities of the position, the candidate's work experience, education and training, key skills, as well as market and business considerations.

YOU MUST HAVE

Bachelor's degree in Engineering, Business, Energy Management, Construction Management, Public Administration, or a related discipline.
10+ years of experience in federal programs, energy services, infrastructure development, government contracting, or related industries.
5+ years of leadership experience managing complex programs, portfolios, or customer-facing organizations.
Demonstrated success working with U.S. Federal Government customers and acquisition organizations.
Strong knowledge of federal contracting vehicles, procurement processes, and compliance requirements.
Experience managing large-scale energy, infrastructure, sustainability, or resiliency initiatives.
Proven ability to lead cross-functional teams and influence stakeholders without direct authority.
Strong executive communication, presentation, negotiation, and relationship-management skills.
Ability to travel domestically and internationally as required.

WE VALUE

Master's degree in Business Administration, Engineering, Public Policy, or related field.
PMP, PgMP, PE, CEM, or equivalent professional certification.
Experience supporting DoD, DOE, GSA, VA, DHS, or other major federal agencies.
Knowledge of ESPC, UESC, IDIQ, MATOC, and similar federal contracting vehicles.
Experience with Design Build, Distributed Energy Resources (DER), Solar PV, Battery Energy Storage Systems (BESS), Microgrids, CHP, Energy Resiliency, Grid Modernization, or Decarbonization initiatives.
Familiarity with federal cybersecurity, sustainability, and energy resilience requirements.
Active or previous federal security clearance.
