The Finance Manager is responsible for insuring the efficiency and effectiveness of the department by coordinating the preparation of the annual operating and capital plan, reforecasts and outlooks in addition to tracking and reporting monthly performance and profitability metrics.

RESPONSIBILITIES include the following. Other duties may be assigned.

  • Assumes responsibility for insuring the efficiency and effectiveness of the Department by:
  • Formulating departmental goals, strategies, and operating policies and procedures and directing implementation of approved changes.
  • Making recommendations on employees regarding employment, performance appraisal, salary changes, promotions, transfers, or terminations.
  • Provides daily supervision for all employees located onsite at the project location.
  • Ensuring productivity levels are maintained through effective monitoring of staffing levels and financial requirements.
  • Guiding personnel to achieve optimum performance levels.
  • Assists with the budget and the development of processes to effective assist in cost controls and personal development of these analysts.
  • Coordinates preparation of annual operating and capital plan, including outlining guidelines, timetables, reviews, consolidation, presentation, final completion, and reporting
  • Coordinates preparation of monthly outlook and quarterly formal reforecast processes, including review, consolidation, presentation, final completion, and reporting
  • Analyzes and prepares monthly performance/profitability analysis summary for support services departments
  • Liaises with field personnel during the monthly close process regarding variance review, accrual review, and journal entry preparation
  • Reviews headcount requests and makes recommendations to senior management
  • Analyzes and makes recommendations to senior management on all capital requests
  • Tracks, monitors and reports actual capital activity
  • Tracks, monitors and reports large maintenance project activity
  • Participates in project and acquisition transitions
  • Prepares audit work papers as required including account flux activity
  • Provides input into contracts and periodically review contracts
  • Understands and adheres to all company health and safety procedures as they relate to essential job functions

QUALIFICATIONS

  • Strong analytical and financial skills
  • Effective written and verbal communication skills
  • Effective time management and organizational skills
  • Strong computer skills, including proficiency in Microsoft Office applications
  • Local governmental accounting experience preferred

EDUCATION and/or EXPERIENCE : BA/BS in Accounting or Business, MBA preferred and 7-10 years of experience in accounting, planning and forecastingor an equivalent combination of education and experience.
