Job description

Amazon Web Services (AWS) is seeking a talented, technically experienced, and self-motivated Sr. Environmental Development and Permitting Manager to support AWS Manufacturing, Test, and Operations (MOTO) facilities. The successful candidate will join the AWS Environmental team - an expanding and dynamic team that is critical to enabling AWS's growth around the world, as well as ensuring regulatory compliance and the highest-level environmental performance of AWS's manufacturing operations.
This role sits within the MOTO Environmental organization and serves as the strategic owner for new site environmental development, environmental permitting across all MOTO facilities, environmental playbook development, and advisory support to EMEA/APAC regional teams. Under this development and permitting umbrella, the role is also the team's senior technical subject matter expert (SME) for waste program management, environmental reporting, permitting strategies, and emergency response and spill prevention planning across all MOTO manufacturing facilities.
As the strategic owner of environmental development and permitting for the MOTO portfolio, you will define and lead the environmental permitting strategy for new site activations and facility expansions - developing replicable permit application frameworks. You will own the environmental compliance program playbook from pre-deployment assessment through operational steady-state, and serve as the technical advisor to EMEA/APAC regional Environmental Managers. You will drive cross-organizational influence across Manufacturing Operations, Real Estate & Facilities, Legal, Supply Chain, and Sustainability teams - influencing without authority at senior levels and building durable technical programs that outlast any individual initiative.
This role has three onsite locations: Seattle, WA; IAD (Herndon, VA); and CVG (Florence, KY) - with a preferred location of CVG, tied to the manufacturing facility that is the primary initial focus of the MOTO Environmental compliance program.
Key job responsibilities
1. New Site Environmental Development - Own the strategic environmental development program for new MOTO manufacturing sites - defining permitting readiness frameworks, compliance architecture, and activation-to-steady-state transition protocols for rapid facility expansions.
2. Drive the multi-year environmental compliance roadmap, identifying gaps ahead of planned manufacturing phases and building programs proactively before capacity constraints emerge.
3. Provide strategic technical guidance on new manufacturing processes, materials, and chemistries for regulatory implications prior to deployment.
4. Environmental Permit Management
Lead environmental permitting strategy across all MOTO facilities - setting standards for permit applications, regulatory applicability determinations, agency engagement, and permit conditions management.
5. Serve as senior technical authority for air quality, water quality, hazardous materials permitting, and RCRA compliance across the portfolio.
6. Develop scalable, replicable permitting frameworks that accelerate environmental authorization with each successive build phase.
7. Define waste characterization protocols, regulatory applicability frameworks, and disposal pathway standards for manufacturing waste streams. Own the technical strategy for waste characterization, profiling, and RCRA compliance across all MOTO manufacturing sites.
8. Emergency Response & Spill Prevention - Develop and maintain emergency response plans, SPCC plans, and contingency plans for all MOTO manufacturing facilities.
Lead spill incident reporting, root cause analysis, and corrective action oversight across the portfolio.

Serve as technical advisor to regional teams
9. Cross-Functional Integration & Leadership
Drive integration between Environmental and Manufacturing Operations, Real Estate, Legal, Supply Chain, and Sustainability teams.
Operate independently in ambiguous, high-stakes regulatory environments - defining the path forward and driving technical decisions at the portfolio level.
10. Establish metrics frameworks and reporting architecture for environmental compliance performance across the MOTO manufacturing portfolio.
A day in the life
This role sits at the intersection of strategic environmental development and operational compliance excellence. A typical day moves from advancing new site permitting strategies - not just reviewing checklists, but evaluating whether the current framework is the right architecture for all future build phases - to leading regulatory agency calls on air permits, briefing infrastructure teams on timeline implications, and working with process engineers to evaluate TRI thresholds, hazmat storage triggers, and RCRA implications before procurement decisions are made. You're not just answering questions - you're building the processes that ensure the right questions are always asked.
The afternoon shifts between advancing the environmental playbook, coordinating waste vendor logistics, reviewing environmental reports, and providing technical advisory guidance to regional teams adapting MOTO protocols for international regulatory contexts. Simultaneously, you're working ahead - evaluating permitting implications of next-generation cooling technologies still in engineering, defining strategies for facility expansions breaking ground in six months, and ensuring the environmental program is fully designed and ready to move when infrastructure does.
The role requires comfort holding regulatory ambiguity, defining the right path forward when answers aren't obvious, and operating at both the strategic altitude of program architecture and the tactical depth of waste characterization protocols without losing effectiveness at either end.

BASIC QUALIFICATIONS
- 5+ years of program management or technical project management experience
PREFERRED QUALIFICATIONS
- Experience developing and implementing environmental compliance programs including regulated waste, water, and air regulations in accordance with applicable laws
- Experience managing conflict, escalations, negotiating compromise, influencing others and problem solving with engineering teams
- Experience in environmental compliance and permitting, waste management, contractual, regulatory, and liability assessments, environmental permit evaluations and applications, EIAs and water discharge requirements
- Experience working in a fast-paced and ambiguous environment, or experience communicating complex information and solutions to senior stakeholders and influencing decisions
- Experience developing environmental compliance playbooks for new technology deployments, including pre-deployment regulatory assessments, permit strategy development, and waste management program setup

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
