Job Description

  • Support NASA technical evaluations of NASA contractor proposals and task plans.
  • Support pre-bid activities (including contractor pre-bid walkdown) of projects as required.
  • Support design/implementation reviews and provide integrated response from the NASA O&M engineering and user community.
  • Process RFI and Change Orders through NASA CO.
  • Verify work completion to support invoice payments and provide project inspections.
  • Provide tracking and distribution support for shop drawings and other submittals. Maintain a shop drawing log and maintain shop drawing records as official Government contract files.
  • Assemble shop drawings/data submittals and prepare Design Release Authorizations (DRAs) for release into the Engineering Documentation Center (EDC).
  • Prepare and submit O&M and real property turnover documentation (KSC Form 21- 136, Turnover of O&M and/or Sustaining Engineering Responsibility for KSC Facilities, Systems, and Equipment; NASA Form 1046, Real Property Transfer and/or Notification of Acceptance of Accountability of RP; and Form DD 1149, Equipment List).
  • Provide cost and schedule analysis in support of contractor pay requests, invoice verification and cost claims. Review the project schedule and schedule of value updates with the Construction Manager on a monthly basis. Gather input from contractor and supporting team toward generation of project milestones. On a weekly basis, provide project status updates in iSite.
  • Schedule and ensure O&M support of Activation and Validation tests. Develop deliverable item lists and turnover documentation packages to incorporate into RFPs to be issued to NASA direct fixed price contracts. Coordinate O&M shop support in support of NASA contractor activities including outages and activation of assigned FSEU, and witnessing acceptance testing of protective systems (specifically fire alarm and fire suppression systems). Keep a log of pre-priced items and other shop support that have been expended and make log available to the NASA CO.
  • Coordinate and lead the resolution of project-related problems through direct interaction with NASA COR.
  • Thoroughly investigate issues encountered onsite during project execution KFESS III Contract
  • Ensure proper relationships are established and maintained between customers, teaming partners, and contractors to facilitate the delivery of construction services.
  • Identify and initiate requests through the appropriate NASA technical focal for supporting task orders from base prime contractors (e.g., BOSS, KEMCON, KIAC) in support of NASA fixed price contracts.
  • Gather input on deliverable items from NASA fixed price contractors, (i.e., safety plans, environmental plans, security plans, certifications) and communicate compliance information and readiness to the proper NASA COR.
  • Work under a flexible work schedule.

Requirements:

To be qualified, candidates shall have a bachelors degree or 5 years related experience. Needs to be proficient in Excel, Word or Data Entry. Must possess the acumen and capacity to work independently and proficiently; balance and execute multiple work priorities; Input and manage project data in the NASA management system (iSite). Directly support NASA Contracting Officer’s Representatives (CORs). Self-assign and self-perform required actions to successfully facilitate Task Orders or contracts in their entirety, per the direction set forth by NASA COR. Facilities management a plus.
