Job Description:

The Program Management Excellence (PMX) organization within the ISR Sector is seeking an experienced PMX lead to drive segment program EVM execution and compliance excellence. This position is the strategic leader for development of EVM policy, EVM tool development and implementation, understanding EVM compliance and training, and managing relationships with the program teams and Defense Contractor Management Agency (DCMA).

The successful candidate will possess DoD Earned Value Management System Interpretation Guidelines (EVMSIG) knowledge to provide guidance on compliant EVM processes, tools, best practices, and EVM analysis and compliance.  This candidate will serve as the EVM expert responsible for developing EVM training, processes, procedures and tools. They will also be responsible for training development and deployment, and providing program guidance. It requires the ability to drive/direct a program team toward compliant EVM business practices utilizing standard processes in alignment with government EVM requirements (EVMSIG) and L3Harris EVM policies/procedures. Responsible to assess, analyze, and interpret DCMA EVMS Compliance Metrics (DECM). This position requires tactical and strategic vision and to ensure the overall EVM health and compliance of the IMS segment. The candidate must be an analytical and self-directed thinker with the capability to provide solutions to complex EVM process and compliance challenges. Must have the ability to work independently and objectively to assess EVM performance data for a diverse variety of program types to establish and implement EVM best practices, tools, and training plans that will ensure long-term EVM compliance success.

Essential Functions:

  • Must be extremely analytical and able to assess and interpret large amount of EVM data, metrics, and trends
  • EVM training material development and deployment
  • Continuous development and improvement of overall EVM processes
  • Familiar with latest versions of the DoD EVMSIG and NDIA EIA-748
  • Must have excellent oral and written communication skills
  • Streamlining procedures and tools to drive efficient EVM application across contractual DFARs programs to maintain compliance
  • Streamlining procedures and tools to drive efficient EVM application across non-contractual EVM programs
  • Apply experience and expertise to help IMS deploy EVM across a wide range of program types and tools
  • Develop and deploy enhanced tool sets to improve efficiency of EVM execution and data quality
  • Travel may be required on as needed basis

Qualifications: 

  • A bachelor's degree in business administration, finance, program management, or other related fields with at least 15 years of relevant experience, or a master's degree in noted fields with a minimum of 10 years of experience.
  • 10+ years' experience working with large multi-site functional teams and managing complex projects
  • 5+ years of EVM team leadership experience utilizing project planning tools, methodologies, and best practices
  • Possesses the ability to architect and manage the development and implementation of EVM tools to create efficiency for business processes and personnel from primary and secondary data sources
  • 10+ years' experience with EVM tools (i.e., SAP, Cobra, MS Project)
  • Knowledge and practical application of Earned Value Management (EVM) requirements
  • Experience deploying EVM on a wide range of program types
  • Expertise with Microsoft Excel with the ability to articulate requirements in a way that performing team members can co-implement solutions
  • Requires US citizenship
