Job description

Description Performs specialized technical, administrative, and public contact work in the administration of business licenses and other related taxes in the Business Tax Section. Assists with the comprehensive business tax assessment program for the County. Receives and responds to inquiries from the general public, business owners, accountants, attorneys, and other interested parties.

Forwards documents to other county and state offices as required by local or state law. Responsible for ensuring accurate data entry, and maintains, sorts, scans and updates confidential records. Performs quality assurance testing.

Sends notification letters to taxpayers regarding assessment changes, along with requesting needed information. Position requires working flexible hours, extended hours during the work week, and possibly some weekends during deadlines and extremely busy times. Assists in compiling, processing, and coordinating business tax assessments, all consumer taxes and other related taxes; ensures applicable information is documented, and entered correctly; sorts and maintains business records and receipts.

Prepares the monthly tax forms for prepared food and beverage and transient occupancy tax for printing and mailing to businesses to complete and return with payment. Assists in processing a variety of taxes and short-term rental tax returns and payments as required; balances, posts, and forwards payments to the Treasurer's Office; assists taxpayers with the completion of various forms and applications in person and on the telephone. Performs database system queries for delinquent excise tax, non-filing and/or non-compliant accounts, and notifies taxpayers by telephone and/or correspondence to assist with compliance or to direct to appropriate department.

Prioritizes what business license or consumer tax documents needs to be imaged; scans documents and assists with the quality assurance testing of records. Makes recommendations for abatements, refunds, and supplemental assessments; coordinates supplemental business tax assessments, and prepares abatements and refunds on same. Assists the Revenue Tax Coordinator with the preparation, issuance, and processing of business licenses.

Responds to complex calls and questions concerning tax assessments; researches records from a variety of sources such as the Department of Taxation, State Corporation Commission, Code of Virginia, county code, court cases, and the Treasurer's files; responds based on research and a detailed knowledge of the section's rules, policies and procedures, and applicable codes and tax laws. Prepares a variety of correspondence which often requires research and knowledge of state codes and County ordinances; composes and types materials which require the use of a variety of complicated formats for preparing correspondence, memos, reports, etc.; assumes responsibility for correctness of spelling, punctuation, format, and grammar. Forwards and tracks various forms sent to the Zoning and Code Enforcement division

Assists Zoning and Code Enforcement Office when necessary to ensure the business application process can be completed in a timely manner. Assists various County departments as duties require. Researches various internal and external sources and updates on returned mail; re-mails to new address, forwards to Treasurer or other County Divisions; and makes applicable tax adjustments.

Prepares a variety of reports for various taxes and payments received; reconciles totals with the Treasurer's Office. Minimum Qualifications High school diploma or GED, and three (3) years of closely related experience, or any equivalent combination of education and experience. This job is contingent upon successful completion of pre-employment checks to include criminal history and background checks.

Supplemental Information Thorough knowledge of spreadsheet, database and word processing software. General knowledge of applicable county ordinances, and state and local statutes related to business taxes, business property assessment and knowledge of state and federal income tax laws. General knowledge of Attorney General and Tax Commissioner Opinions, and applicable court cases concerning business related taxes.

Some knowledge of legal terminology as it relates to real estate. Excellent written and oral communication skills. Ability to perform detailed mathematical calculations to determine taxes, penalty and interest as applicable.

Physical Demands Must be physically able to operate a variety of machinery and equipment including automated office equipment such as computerized data entry equipment, printers, calculators, copiers, etc. The work is primarily sedentary in nature. However, there is some standing, some walking, and some bending and stooping involved.
