Job description

The Shelter / Program Director is responsible for the functioning and daily operation of the DHS Adult Family Shelter Program.
RESPONSIBILITIES:
  1. Functions as a leader and facilitator within the area of responsibility and establishes and maintains effective lines of communication with all staff. Provides clinical consultation and crisis intervention as required.
  2. Responsible for human resource management. Staffing issues will be dealt with in an effective and efficient manner which fully complies with agency policy. Recruitment will be done in an expeditious manner including orientation to new staff as applicable. Evaluations, competency reviews and credentialing will be completed in a timely manner. Staff development and training activities will be carried out according to an established plan. All paperwork will be completed in a timely and accurate manner and forwarded to the appropriate personnel.
  3. Demonstrate knowledge of the needs of "The Richmond" during budget preparation and then comply with the program budget as approved. Continuously monitor all expenses and revenues appropriately. Authorize check requisitions under $1000.
  4. The Shelter / Program Director will serve in a marketing, professional and community relations capacity, as directed by the Area Director, Family Services to ensure that the program is well known and respected in the communities it serves.
  5. Participates in program development and the implementation, monitoring and evaluation of ongoing, established plan for quality improvement which fully integrates initiatives into the daily program operation.
  6. Responsible that all reports are accurately completed and submitted in a timely manner in conjunction with the Office Manager. Understand and utilize the information about the program from various oversight, compliance and regulatory sources and integrate that information into the daily program operation. Responsible for attending meetings with DHS and other agencies as directed.
  7. Responsible to comply with all OTDA "900 Series" regulations and to monitor legal and contractual obligations.
  8. Responsible for ongoing supervision of staff. Clinical and administrative staff meetings are to be held as per agency policy and minutes kept which reflect discussions and decisions reached.
  9. Responsible for facility management, ensuring that the program area is clean, maintained in good repair and conducive to achievement of client goals. Responsible for the appropriate maintenance of all equipment inventories.
  10. Responsible for the compliance with goals and objectives of the program as specified internally by the agency and as specified externally by the funding sources. To oversee census issue with DHS so the shelter operates at or near full capacity
  11. Participate in both internal and external professional activities which further the goals of the program and the field of family homeless services.
  12. 24/7 on-call support to program staff as needed.

The position of Shelter / Program Director requires at least a Masters degree in Social Work, although a related Masters degree would be considered. Requires a minimum of four years' experience in the fields of homeless services, substance abuse and/or mental health treatment. The candidate should have had a minimum of two years of administrative and/or supervisory experience in the above areas. The Shelter / Program Director will need to have exceptional oral and written communication skills and possess the highest degree of skills in working with individuals and groups. Computer knowledge and fiscal skills, to the degree that the s/he can respond to various external regulatory agencies and respond to the internal needs of the agency, are required. The Shelter / Program Director must conduct himself/herself with the utmost professionalism and uphold the highest moral and ethical standards at all times. The physical ability to perform the essential job functions is necessary. In addition, the Shelter / Program Director shall perform any duties as required to meet the needs of the program and the clients we serve.
