The candidate must possess hands-on experience designing, developing, customizing, and sustaining ServiceNow modules in complex federal environments. This includes direct experience with CMDB migrations, SecOps integrations, data transformation work, workflow automation, testing, and ITSM process modernization. The role requires advanced technical proficiency, strong analytical skills, deep familiarity with secure enclave implementation constraints, and the ability to produce high-quality documentation and knowledge transfer materials.
The position requires onsite performance at MWEOC on one to two occasions and active Top Secret clearance, consistent with FEMA's personnel requirements..
ROLES AND RESPONSIBILITIES
1. ServiceNow Platform Configuration and Development
  • Configure and customize ServiceNow core modules including ITSM Pro, ITOM Visibility, SecOps VR Pro, HAM Pro, SAM Pro.
  • Develop workflows, business rules, transform maps, UI policies, client scripts, IntegrationHub automations, and CMDB extensions.
  • Implement a 5-step Change Management workflow; configure Incident, Problem, Change, Vulnerability Response, and related subcomponents.
  • Remove demo data, enable required plugins, and build validated test cases in a cloud-based test environment.

2. CMDB Migration and Data Integration
  • Lead CMDB data mapping and transformation from BMC Footprints into ServiceNow, including creation and validation of custom CI classes (e.g., Antenna category, System UUID field).
  • Build validated CSV imports and transform maps to support migration workflows.
  • Provide guidance on integration with Active Directory, YubiKey authentication, and Tanium integrations for Service Graph, Vulnerability Response, and Compliance.

3. Development Modernization and Enhancements
  • Modernize ServiceNow applications using best-practice design patterns and OOB configurations.
  • Support modernization of legacy processes into optimized, scalable ServiceNow workflows.
  • Participate in process design sessions, stakeholder engagement, and Agile ceremonies.

4. Operations & Maintenance Sustainment Support
  • Support diagnostics, troubleshooting, enhancements, upgrade planning, and platform health.
  • Develop O&M sustainment documentation, SOPs, and training artifacts for a secure, air-gapped environment.
  • Assist with backup, recovery validations, log analysis, and Splunk integration setup for M-21-31 compliance.

5. Go-Live Support and Knowledge Transfer
  • Support pre-go-live testing, validations, and hypercare as client transitions into full production use.
  • Develop as-built technical documentation covering architecture, configuration, and security posture.
  • Provide structured user and administrator training.

MINIMUM QUALIFICATIONS
Technical Expertise

  • Experience integrating ServiceNow with enterprise identity systems (AD, MFA/PIV).
  • Strong background in building workflows, scripting (Glide, Javascript), Flow Designer, IntegrationHub, and UI policies.
  • Understanding of Nutanix-based on-premises ServiceNow deployments is highly desirable.

EDUCATION AND CERTIFICATIONS
  • Bachelor's Degree or equivalent years of experience
  • ServiceNow System Administration certifications (CSA)
  • ServiceNow Certified Application Developer (CAD)
  • CompTIA Security+ or similar DoD 8570 baseline certification.

PREFERRED QUALIFICATIONS
