Job description

Position Overview: 
N4 Solutions is seeking an experienced Grants Management Specialist to provide grants management support to the NIH National Heart, Lung, and Blood Institute (NHLBI), Office of Grants Management. The Grants Management Specialist will support the review, analysis, processing, and coordination of competing and non-competing federal grant applications and related award actions.
The ideal candidate will have substantial experience with federal grants management, preferably within NIH or another HHS operating division, and a strong understanding of federal grants regulations, administrative and budget review, pre-award requirements, and grants management policies and procedures.
Key Responsibilities
  • Triage and review competing and non-competing grant applications and establish appropriate work priorities based on organizational needs and award deadlines.
  • Conduct thorough administrative reviews of grant applications, identifying potential bars to funding, foreign involvement, summary statement concerns, budget issues, and other pre-award requirements.
  • Review grant budgets and supporting documentation for administrative and regulatory concerns.
  • Review human subjects and animal subjects codes and other regulatory components of grant applications.
  • Apply knowledge of NIH grants policies, federal regulations, and NHLBI procedures when reviewing and processing grant actions.
  • Track outstanding documentation and follow up with appropriate stakeholders to ensure materials are received and uploaded to official grant files.
  • Collaborate with NIH Program staff and grantee institutions to obtain and clarify information required prior to award.
  • Draft clear and accurate correspondence addressing administrative and grants management issues, including prior approvals and additional funding documentation.
  • Respond to grantee and federal staff inquiries through email, telephone, memoranda, letters, and other correspondence.
  • Provide technical assistance and policy/procedural guidance to grantees and federal staff.
  • Assist with Office of Grants Management supplements and funding actions.
  • Conduct portfolio analysis and prepare or run reports related to pending awards, including end-of-year award activity.
  • Identify administrative issues that could affect award processing and communicate concerns and recommendations to federal grants management staff.
  • Maintain accurate and complete grant documentation and support timely issuance of award notices.

Required Qualifications
  • Bachelor’s degree.
  • 8–10 years of relevant grants management experience.
  • Demonstrated experience performing federal grants management activities.
  • Strong knowledge of federal grant programs, policies, procedures, and regulations.
  • Experience reviewing grant applications for administrative, budgetary, and regulatory compliance.
  • Experience supporting competing and non-competing grant applications and pre-award activities.
  • Strong analytical skills with the ability to identify grant-related issues and recommend appropriate actions.
  • Experience communicating directly with grantees, program staff, and other federal stakeholders.
  • Strong written communication skills, particularly drafting grant-related correspondence.
  • Ability to independently prioritize a high-volume workload and meet strict federal award deadlines.
  • Proficiency with Microsoft Office applications.
  • Must be a U.S. Citizen 
Highly Preferred
  • Direct NIH grants management experience.
  • Experience supporting an NIH Institute or Center's Office of Grants Management.
  • Knowledge of NIH grants policies, processes, and systems.
  • Experience identifying and resolving bars to funding and other pre-award administrative issues.
  • Experience with prior approvals, supplements, funding actions, and pending-award portfolio analysis.
  • Familiarity with human subjects, animal subjects, foreign involvement, and other NIH-specific regulatory considerations.
