Job description
The Specialist, Public Health Operations, reporting to the Manager, Public Health Operations, supports the delivery, execution, and continuous improvement of public health programs aimed at protecting populations from environmental and communicable disease risks. Working in close partnership with Destination Public Health stakeholders, Fleet Public Health Officers (FPHOs), Public Health Officers (PHOs), and shoreside operators, the role ensures the consistent operational application of public health standards and compliance activities and supports the timely resolution of operational and regulatory issues.
The Specialist contributes to the development and delivery of training programs for Destination staff, FPHOs and PHOs and supports their technical assessment and performance evaluation. Additionally, the role involves collecting, reviewing, and analyzing, public health data and incidents to identify trends and, in collaboration with management, implementing solutions that mitigate risk, enhance compliance, operational effectiveness, and overall program performance.
The Public Health Specialist also supports agile responses to public health events and operational needs-including disease outbreaks, destination development, new builds, and refits-which may require travel to destinations and vessels. Leveraging subject matter expertise, the role plays a key part in aligning, strengthening, and standardizing public health policies, programs, and operational practices across the organization.
Essential Functions:
Operational Support:
Supports the daily public health activities across ship and destination operations, ensuring consistent implementation of policies, procedures, and standards.
Partners with Destination stakeholders, FPHOs, PHOs, and shoreside operators to track, coordinate, and resolve public health operational issues.
Assists in public health emergencies, including response, risk mitigation, data collection, coordination, and communication.
Provides on-site public health support as needed.
Monitors operational performance and escalates risks, gaps or delays in resolution to the Manager.
Supports ship and destination readiness activities including inspection preparation, checklists, and documentation reviews.
Contributes to the consistent operational application of procedures through ongoing monitoring feedback and evaluation.
Provides operational follow-up and support on issues identified through audit, inspections, or stakeholder feedback.
Supports the routine and emergency public health vendor visits and coordinates logistics and timely invoice processing for services in accordance with financial obligations.
Programs, Compliance & Continuous Quality Improvement
Assists in the development and implementation of programs associated with their brand, destination and their subject matter expertise.
Reviews inspection data to evaluate and mitigate risks to improve operations.
Conducts destination and ship visits to audit and assess compliance readiness.
Promotes a strong public health culture that drives high public health standards, compliance and inspection performance.
Supports the response to corrective action plans to ensure timely completion of findings.
Reviews public health inspection findings by condition, location, and status and communicates to the Manager, brand and destination operational teams and stakeholders.
Maintains awareness of relevant regulatory public health requirements to communicate needs and promote compliance.
As subject matter expert, assists in the development and implementation of public health operational policies, procedures, training and programs.
Proactively identifies brand-specific and/or destination public health priorities, risks and needs by collaborating on policy and program development and anticipating their impact.
Training Support
Supports public health teams and shoreside operators in identifying training needs by ship/destination and role using public health data.
Assists with the development and implementation of training programs for roles and individuals based on brand or destination needs.
Supports with the learning and development needs of destination teams, PHOs and FPHOs through in-person and remote technical evaluations.
Assists in the delivery of training programs for destination teams, FPHOs, PHOs and operational teams.
Provides technical guidance and coaching support to reinforce the correct implementation of public health practices.
Contributes to the development and continuous improvement of training materials and tools.
Knowledge, Skills & Abilities:
Scope: The Specialist, Public Health Operations supporting the execution, coordination, and monitoring of public health programs for destinations and brands. The role works closely with destination teams, FPHOs, PHOs, and other public health stakeholders acting as a key enabler of operational effectiveness by supporting audits, compliance tracking, training coordination, risk mitigation, and event resolution. The Specialist plays a critical role in ensuring programs are effective and consistently delivered across operations.
Problem solving: The Specialist, Public Health Operations role requires identifying, analyzing, and resolving moderately complex public health operational issues within a dynamic environment. This includes evaluating inspection results, compliance gaps, illness trends, and operational risks to develop timely corrective actions and mitigation strategies. Problem solving requires navigating ambiguity, exercising sound judgment, and adapting quickly during timesensitive situations, including public health incidents and outbreaks.
Impact: The Specialist, Public Health Operations plays a critical role in safeguarding the health of guests and employees by directly contributing to improved compliance and operational consistency and readiness across destinations and brand operations. Effective performance in this role directly supports effective and rapid response to public health events.

Essential/Minimum qualifications:
Bachelor's degree in public health, environmental health, the biological sciences or equivalent field.
Essential experience required
Minimum 3 years of professional experience in environmental or public health. Previous experience working in a public health agency, health sciences, health administration, corporate environment supporting public health, or in a closely related field required. Certification as a registered environmental health specialist (or equivalent) preferred.
Travel: 25-50% with shipboard travel likely
Work Conditions:Work may require employee to work inside and/or outside with exposure to changing climate and/or operate machinery.
Physical Demands. Work beyond normal business hours or on weekends may be required occasionally to support business needs, projects, or operations.
This position is classified as "in-office." As an in-office role, it requires employees to work from a designated Carnival office in South Florida Monday through Thursday each week. Employees may work from their homes on Fridays. Candidates must be located in (or willing to relocate to) the Miami/Ft. Lauderdale area.
