Job description

SH-1002 Public Health Data Analyst
Position Overview:
The Public Health Data Analyst provides epidemiologic analysis, data management, dashboard development, data governance support, and technical writing across Syra Health's Public Health Practice. This role will transform complex public health, healthcare, surveillance, administrative, and program data into accurate analyses, actionable findings, client-ready reports, and interactive dashboards. The role requires strong analytical judgment, attention to data quality, and the ability to document methods, findings, assumptions, and limitations clearly. The ideal candidate combines applied epidemiology and data analytics experience with strong proficiency in Excel, Power BI, Tableau, and at least one statistical or database tool. The Public Health Data Analyst is an integral member of the Public Health Practice team, contributing to high-quality, evidence-based public health data products for clients and stakeholders.
Key Responsibilities
A. Epidemiology & Public Health Analysis
  • Analyze surveillance, program, survey, demographic, healthcare, administrative, and population health data.
  • Calculate and interpret counts, proportions, rates, ratios, prevalence, incidence, trends, disparities, and other epidemiologic measures.
  • Conduct descriptive, comparative, stratified, temporal, geographic, and inferential analyses as appropriate.
  • Apply epidemiologic principles to define populations, variables, measures, denominators, outcomes, and analytic limitations.
  • Support community health assessments, program evaluations, needs assessments, health equity analyses, and public health surveillance activities.
  • Identify trends, disparities, risk factors, data gaps, and findings requiring additional investigation.
  • Ensure conclusions are supported by the available data and distinguish observed findings from assumptions or projections.

B. Data Management, Quality & Governance
  • Clean, standardize, validate, merge, transform, and analyze data from multiple sources.
  • Conduct data-quality assessments addressing completeness, accuracy, consistency, timeliness, validity, duplication, and missingness.
  • Develop and maintain data dictionaries, codebooks, metadata, validation rules, assumptions logs, and source-to-output documentation.
  • Support data governance processes involving data ownership, access, classification, lineage, version control, retention, privacy, and approved use.
  • Document repeatable data-processing, quality-assurance, and validation procedures.
  • Conduct independent validation of datasets, calculations, tables, dashboards, and analytical outputs.
  • Maintain reproducible analytical files and follow established file-management, naming, documentation, and version-control standards.
  • Protect confidential and sensitive information in accordance with client requirements, organizational policies, and applicable privacy standards.

C. Dashboarding & Data Visualization
  • Develop, maintain, and quality-check dashboards and visual analytics products using Power BI and Tableau.
  • Translate client and stakeholder needs into clear indicators, measures, filters, visualizations, and dashboard requirements.
  • Prepare structured and validated datasets for dashboard development and refresh.
  • Create charts, tables, maps, scorecards, and other visualizations that accurately communicate public health findings.
  • Establish and document dashboard measures, calculation logic, data sources, refresh procedures, and validation requirements.
  • Test dashboard functionality, filters, calculations, labels, accessibility, and consistency with source data.
  • Develop advanced Excel-based analytical tools, trackers, tables, charts, and reporting templates.
  • Ensure dashboards are usable, interpretable, and appropriate for technical and nontechnical audiences.

D. Technical Writing & Reporting
  • Prepare client-ready epidemiologic reports, data briefs, technical memoranda, surveillance summaries, presentations, and analytical findings.
  • Draft data analysis plans, methods sections, standard operating procedures, dashboard documentation, and quality-assurance protocols.
  • Clearly document analytical methods, data sources, definitions, assumptions, limitations, and interpretation considerations.
  • Translate complex analytical findings into concise and actionable recommendations for health departments, leadership teams, community partners, and other stakeholders.
  • Review reports, tables, presentations, and dashboards for analytical accuracy, consistency, readability, and appropriate interpretation.
  • Conduct literature and evidence reviews to support analytical methods, indicator selection, and interpretation of findings.

E. Public Health Practice Support
  • Collaborate with epidemiologists, biostatisticians, data engineers, evaluators, dashboard developers, public health consultants, and subject-matter experts.
  • Participate in client meetings to clarify data needs, explain analytical findings, and support evidence-based decision-making.
  • Support proposal development, scope design, analytical methodology, level-of-effort estimation, and project planning.
  • Develop reusable analytical templates, reporting tools, dashboards, data-quality procedures, and governance resources for the Public Health Practice.
  • Complete assigned analyses and deliverables according to established review, validation, documentation, and approval processes.

Qualifications & Requirements
  • Education: Bachelor's degree in epidemiology, public health, biostatistics, health informatics, data analytics, statistics, population health, or a related quantitative field required. Master's degree in epidemiology, public health, biostatistics, health informatics, data science, or a related field preferred.
  • Experience: Minimum three years of relevant experience in public health data analysis, epidemiology, healthcare analytics, surveillance, program evaluation, or a related field required. One or more years of relevant experience following completion of a related master's degree preferred.
  • Certifications: None required. Relevant public health or data analytics certifications preferred.
  • Skills: Strong knowledge of epidemiologic measures, study concepts, data-quality principles, and appropriate interpretation of findings. Advanced proficiency in Microsoft Excel, including formulas, pivot tables, data validation, data cleaning, charts, and analytical reporting. Demonstrated experience developing or maintaining dashboards in Power BI and/or Tableau. Proficiency in at least one analytical or database tool, such as R, SAS, SQL, Python, or an equivalent platform. Experience cleaning, merging, validating, and documenting data from multiple sources. Experience supporting data governance through data dictionaries, metadata, validation standards, version control, lineage, or related documentation. Strong technical-writing skills with demonstrated ability to prepare analytical reports, methods documentation, data briefs, or standard operating procedures. Ability to communicate complex findings, assumptions, limitations, and recommendations to technical and nontechnical audiences. Ability to manage multiple assignments while maintaining analytical accuracy, documentation quality, and required timelines.
