Primary Functions of Position
Under the direction of the Vice President of Administrative Services, the Director of Marketing & Communications / Public Information Officer (PIO) provides strategic leadership and oversight for the College's marketing, communications, branding, and public information functions. The Director advances the College's image and messaging, supports enrollment and student success initiatives, and promotes awareness of the College's contributions to the educational and economic well-being of Columbus County. The position also serves as the College's official spokesperson and provides oversight of the campus print services operation.
Essential Duties:
  • Develop, implement, assess, and continuously improve an integrated marketing, communications, public relations, and community outreach strategy that advances the College's mission, strategic priorities, enrollment goals, reputation, and relationships with internal and external audiences.
  • Provide leadership for college-wide marketing, communications, recruitment, retention, and outreach initiatives, including campaigns connected to institutional, state, and strategic priorities such as NC Reconnect, NextNC, and NC College Connect.
  • Partner with Enrollment Management and other College departments to develop and implement marketing and communication strategies that support student recruitment, prospective-student engagement, enrollment conversion, retention, and student success.
  • Direct the College's brand strategy and ensure the consistent use of its visual identity, voice, messaging, and editorial standards across print, digital, social media, advertising, signage, publications, and other communications.
  • Lead the planning, creative development, design, editorial review, production, distribution, and approval of college marketing materials, advertising, publications, and other externally facing communications.
  • Oversee the College's digital communications and marketing presence, including the website, social media channels, text messaging, email communications, CRM-based communication workflows, and other emerging platforms.
  • Manage automated, targeted communications through the College's CRM system, including Element451, to strengthen prospective-student engagement and support recruitment and enrollment outcomes.
  • Serve as the College's primary media spokesperson and manage media relations, including the preparation and distribution of news releases, feature stories, public-service announcements, advertising, social media content, and other communications for college events, programs, initiatives, and accomplishments.
  • Establish and maintain productive relationships with media representatives, advertising agencies, printers, publishers, vendors, community organizations, and other external partners; exercise sound professional judgment in releasing information to the public and media.
  • Coordinate photography, videography, commercial production, and other multimedia content for marketing campaigns, news releases, digital platforms, publications, and College events.
  • Collaborate with the SCC Foundation and other College partners to promote fundraising initiatives, special events, programs, and institutional priorities.
  • Lead the planning, design, vendor coordination, installation, and maintenance of major visual-communications projects, including campus signage, wayfinding, environmental graphics, special design projects, and campus installations that support the College brand and enhance the student and visitor experience.
  • Supervise the operation of the on campus Print Shop, including workflow, scheduling, production timelines, quality standards, internal customer service, and coordination with external printing vendors as needed.
  • Assist the President with government relations activities, public communications, and other special initiatives as assigned.
Management & Budgets
  • Provide direct supervision, coaching, performance management, professional development, and annual evaluations for assigned Marketing and Communications staff.
  • Plan staff assignments and coordinate employee participation in recruitment activities, fundraising events, college events, and other institutional initiatives, including occasional evening and weekend responsibilities.
  • Develop, recommend, administer, and monitor the department's annual operating budget, special-project budgets, marketing expenditures, vendor contracts, and long-range resource needs.
  • Establish departmental goals, work plans, performance measures, production standards, and timelines to ensure timely, high-quality, and cost-effective delivery of marketing and communications services.
Professional Responsibilities
  • Maintain current knowledge of marketing, public relations, digital communications, higher education communications, and related technologies through college-sponsored and external professional-development opportunities.

NC Retirement System
The North Carolina Retirement System provides the foundation of retirement income for employees who have a career in public service. The mandatory contribution by an employee to help pay for the benefit is 6% each pay period.
To be eligible for retirement benefits the employee must contribute to the plan for at least five years to receive a monthly benefit at age 60. Employees who contribute for 20 years are eligible to receive benefits at age 50, and those contributing for 30 years are eligible to receive benefits at any age.
Employees hired on or after August 1, 2011, would need 5 or more years of vesting period for TSERS retirement benefit eligibility for vested deferred, early and service retirement. Retirement is based on a Defined Benefit Plan 401(a) where employee benefits are sorted out based on a formula using factors such as salary history and duration of employment. Investment risk and portfolio management are entirely under the control of the State Retirement Plan. There are also restrictions on when and how you can withdraw these funds without penalties.
Disability
Eligible employees are covered under the Disability Income Plan if they are (or become) a State teacher or State employee and they are in service and a member of the Teachers' and State Employees' Retirement System or a participant of the Optional Retirement Program.
Disability under the Plan is the mental or physical incapacity for the further performance of duty (the usual occupation) of a participant provided that such disability was not the result of terrorist activity, active participation in a riot, committing or attempting to commit a felony, or an intentional self-inflicted injury.
Benefits from the Plan are not available for a period of 60 continuous calendar days from the onset of disability. The 60-day waiting period is determined from the last actual day of service, the day of the disabling event if the disabling event occurred on a day other than a normal workday, or the day succeeding at least 365 calendar days after service as a State teacher or State employee, whichever is later.
The monthly short-term benefit will equal 50 percent of 1/12th of your annual base rate of compensation last payable to you prior to the beginning of the short-term benefit period (for teachers, annual base rate of compensation includes any local supplement or coaches supplement) plus 50 percent of 1/12th of your annual longevity payment, if any, to a maximum of $3,000 per month.
Long-term disability benefits are payable after the conclusion of the short-term disability period or after salary continuation payments cease, whichever is later. Benefits are payable for as long as you are permanently disabled, provided you meet the requirements described below.

401K Retirement Plan
Traditional pre-tax contributions - Pre-tax contributions are automatically deducted before any federal or state income taxes are taken out. Roth After-Tax Contributions
Roth contributions are automatically deducted from your paycheck after taxes are paid and therefore, reduce take-home pay dollar for dollar. Roth contributions and returns grow tax-deferred and can benefit members who anticipate being in a higher tax bracket while in retirement and would rather pay taxes at today's rate. Upon retirement, members qualify for income tax free withdrawals.
State Health Plan

Life Insurance
Basic Life ($10,000) and AD&D is provided to all active full time employees working 30 hours or more per week. Employees have the option to purchase additional life insurance through the Voluntary Group Term Life Insurance benefit through Companion Life Insurance Company. Employees can select $10,000 to $500,000 in increments of $1,000.
The Guarantee Issue Amount for employees under age 60 is $100,000. Employees can also choose life insurance coverage for their spouse and/or dependent children from 6 months to age 26. Term Life 1000 and Universal Life 1000 are additional supplemental life products offered by Colonial Life & Accident Insurance Company.
