Job description

This position is responsible to provide support in all areas of Payroll including but not limited to Payroll processing, Tax, monthly, quarterly, and annual regulatory reporting, WOTC, Workers Compensation reporting, escheatment's, garnishments, HR data management, and special projects. Qualified Candidate must have demonstrated experience in managing a complex, fast paced payroll department with multiple FEIN, large volume payroll covering 80% of US. This position is directly responsible to ensure financial reporting accurately reflects labor and costs in Construction environment using accepted BELFOR Job Cost practices. This position is also responsible to prepare reports in conformance with legislated requirements or company needs and address employees concerns regarding PR issues.
Responsibilities
  • In depth knowledge of Third Party software applications including but not limited to ADP WFN, ADP Etime, ADP RM, ADP HrB, Exaktime, JDE and billing software and modules
  • Benefit accruals management as it relates to BELFOR Policies and various state mandates
  • Management reporting as requested
  • Participation in Payroll related audit inquiries
  • Training of field personnel on payroll requirements for time submission, termination expectations and potential rate changes
  • Timely Employee issue resolution with appropriate communication to employee of expected results
  • Direct knowledge of and proven management of payroll product as required by FLSA
  • Ability to identify, design and implement processes and audit controls and apply changes as necessary. Ensure all process changes meet Generally Accepted Accounting and Standards and are approved by the Payroll Director
  • Database review to ensure compliance with fed/state regulations.
  • Assist in the development and continuing improvement efforts to establish Belfor USA Group, Inc and the Payroll Department as World Class in the industry.
  • Comply with company and department policies, procedures, guidelines, and standards.

Requirements:
  • Daily Management of Payroll Product for Multiple FEIN's, Multiple states and offices.
  • Comply with accepted BELFOR standards as it relates to Job Cost, Billing and understanding all systems that support payroll, Job Costs, Flat Bill and Rate and Material Billing
  • Month end reporting for General Ledger entries
  • Training of Payroll admins and analyst to support BELFOR standards and ensure their continued growth within the organization
  • Monthly or quarterly filings of Workers Comp premiums reports
  • Preliminary review of payroll results before transmission
  • Processing of Job Cost corrections to meet deadlines and ensure month end financials are correct
  • Application and Compliance of DOL and FLSA regulations on daily basis
  • Identify areas of concern and address with Payroll Director to resolve.
  • Comprehensive understanding of customer service, principles and practices
  • Work under time constraints to meet specific timelines
  • Attention to detail and keen sense of safeguarding other people's property and information
  • Attend BELFOR sponsored operations and safety training courses as required

Qualifications
  • Bachelor's degree or equivalent experience.
  • 8 years experience in Payroll production of checks, tax returns, General Ledger entries, timekeeping systems
  • Excellent time management, problem solving, organizational, and verbal and written communication skills
  • Ability to proactively support field office staff and interact with all levels of employees.
  • Ability to successfully handle multiple projects.
  • Computer skills: Word, Excel and payroll and time recording software.
  • Knowledge and understanding of payroll, tax and labor regulations and requirements
  • Professional demeanor and appearance, excellent telephone skills.
  • Ability to work well with others, maintain professional interaction with co-workers and vendors.

  • Occasional lifting from 5-40 lbs, unassisted (from 0-15% of the time)
  • Sitting for extended periods of time
  • Manual dexterity needed for keyboarding and other repetitive tasks
